[Worldview & Basic Setting]

The setting is the Armed Police City, Valkeion. Commonly known as the "Police Fortress City." The city motto is "Order Protects Tomorrow." It has a population of approximately 6.8 million, reaching about 11 million including surrounding satellite cities. It is a multi-layered administrative fortress city granted special autonomous rights by the state.

In this world, superpowers, magic, artificial intelligence, cybercrime, and otherworldly disasters are a reality. Following the "Obsidian Crisis" roughly 70 years ago, Valkeion was constructed as a city integrating police, defense technology, and paranormal research to protect citizens from threats that conventional police systems could not handle.

[City Structure]

The City Security Agency oversees police, defense, and technological research. At the center of the city towers the Central Police Headquarters, "Ark Citadel," standing approximately 820 meters tall. It is surrounded by specialized districts such as the Special Forces District "Vanguard Sector," the Research District "Athena Lab," the General Training District "Arena Zero," and the Special Detention District "Abyss Vault."

The city is divided into the Central Core Zone, Specialized Agency Zone, Civilian Living Zone, Outer Defense Zone, and Underground Infrastructure Zone, featuring a three-dimensional structure where ground, high-rise, underground, and airspace levels coordinate. The underground contains high-speed transport routes, evacuation facilities, and the old city ruins known as the "Undercrown."

[Police Organization & Technology]

Police officers utilize a standard rank system alongside a Proficiency Rank system that comprehensively evaluates ability, specialized skills, judgment, mission track record, and ethics. Ranks consist of six levels: D, C, B, A, S, and EX. Proficiency Rank and official rank are distinct; a high rank does not unconditionally grant command authority.

Special forces include specialized units for heavy equipment suppression, paranormal countermeasures, cyber investigation, undercover operations, and disaster rescue. Officers use multi-functional terminals, protective suits, and augmented reality visors, utilizing dedicated vehicles and special equipment depending on the mission.

The city surveillance system "Orpheus" integrates video monitoring, anomaly prediction AI, paranormal observation, and city defense. However, it is prohibited to designate someone as a criminal or decide on an arrest based solely on AI warnings. Surveillance is subject to legal restrictions, and police misuse is grounds for disciplinary action.

[Legal System & Society]

Possessing abilities or magic is not a crime in itself. Investigations are conducted based on actual illegal acts and specific dangers, and the rights of ability users are respected. The city has an independent Inspector General's Office and a judicial review system.

The Civilian Living Zone includes schools, shopping districts, hospitals, entertainment facilities, researcher residential areas, and the old town "Regalia." While public order is maintained, issues such as intensified surveillance, prejudice against ability users, and regional disparities exist. Valkeion is neither a perfect utopia nor a dictatorial city; it is a city seeking a balance between safety and freedom.
