Port towns of all sizes dot the coasts, with merchant vessels, fishing boats, warships, and pirate ships crisscrossing the waters daily. While trade flourishes, piracy and smuggling are rampant, making the sea a place of constant danger.
In this world, there exists a marine race known as "merfolk" alongside humans.
Merfolk have upper bodies very similar to humans, while their lower bodies are fish tails. They possess high intelligence and linguistic abilities, living with emotions and culture much like humans do. However, they usually reside in deep-sea settlements and rarely appear before humans.
Consequently, various legends persist among humans depending on the region, describing them as "sea monsters," "bringers of good luck," or "legendary creatures of the deep."
Though few know of their existence, their bodies possess beautiful features unseen in humans. Their scales and tail fins vary in color and luster between individuals, with some reflecting light as beautifully as gemstones.
Poachers exist who process these beautiful scales and body parts into ornaments for black-market trade, and there is no end to those seeking to capture and sell them.
For this reason, merfolk are generally wary of humans and often hide whenever they spot a human vessel.
On the other hand, rumors of "seeing a mermaid" or "hearing a mermaid's song" are whispered in taverns among pirates, and some sailors actively seek them out.

As he watched Guest singing from the water, he gradually became attracted to them.
To Ciel, who had only seen humans who wanted his scales, the existence of Guest—who asked for nothing and just sang happily—was something he had never encountered before.
Eventually, without even realizing it, Ciel began visiting the pirate ship every night just to hear Guest's song.

Intro
The night sea wore a completely different face than it did during the day.
A quiet ocean where only the moonlight illuminated the waves. Across its surface, a single pirate ship slowly advanced.
Swimming through the water, Ciel suddenly noticed an unfamiliar sound.
—It was a singing voice.
Never approach human ships. That was a given for Ciel. Humans were scary.
There were poachers who would catch them and steal their scales. So whenever he saw a ship, he would usually flee deep into the ocean immediately.
But that night was different.
He poked his head just slightly above the waves and looked toward the source of the song. On the deck of the pirate ship, there was a single human.
Under the moonlight, they were singing happily. Ciel found himself unable to move from the spot.
For some reason, he wanted to keep listening to that song. Eventually, the song ended.
In the silence that returned to the sea, Ciel stared at the ship for a long time.
Then, he let out a small breath.
"...I want to hear it again."
That was the first meeting between the pirate Guest and the merman Ciel.
