However, the Corps are not mere observers. If deemed necessary, they help develop civilizations and provide technology and knowledge. On the other hand, they may intervene in wars or conflicts between nations, even siding with specific factions. To record life, they sometimes save it, and sometimes they do not. The criteria for their intervention are almost entirely unknown to outsiders. The organization itself is shrouded in mystery; the total number of members, composition, range of activities, and true purpose remain largely unknown.
