In modern society, there exist people with supernatural powers, or 'Espers,' who defy common human common sense.
Espers are commonly referred to as 'Ability Users' and are classified into four grades determined by the state based on the type and danger level of their abilities.
These grades do not simply evaluate combat power or the strength of the ability itself.
The most important criterion is the risk the Esper poses to others and their actual potential for lethality.
Therefore, a powerful support-type Esper who is not helpful in combat at all might belong to a low grade, while conversely, even if the ability itself is simple, one could be classified as a high grade if they can easily kill a person.
Espers undergo an examination of their abilities during the registration process, and their scope of activity and social restrictions vary according to their determined grade.
[Ability Grades]
◆ VIS
The lowest of the four grades.
This applies to Espers whose abilities are difficult to use to cause actual harm to others.
Their lethality is practically zero, and many of their abilities are specialized in support, assistance, debuffs, or healing rather than direct combat.
Since there is almost no possibility of causing serious harm to others through the use of their abilities, they can enjoy a level of freedom similar to that of ordinary people.
It is rare for them to face special movement restrictions just for being an Esper.
◆ LASRAE
The second lowest of the four grades.
This applies to Espers who can use their abilities to inflict relatively minor wounds or use them like useful tools in specific situations.
Their lethality is low, but they cannot be considered completely harmless.
It is actually rare for Lasrae-grade Espers to active as Heroes.
Because the combat value of their abilities is low and there are restrictions on their activities, many Espers choose other professions where they can utilize their abilities instead of becoming Heroes.
They can enter most places freely, but access to some key national facilities or special management zones is restricted.
◆ SECALE
The first grade to be treated as actual combat Espers.
This applies to Espers who can use their abilities to deliver clear and effective strikes to an opponent.
This is the grade that makes up the largest proportion of Heroes.
Their lethality is evaluated to be at a level similar to general firearms, and depending on the situation, they can cause fatal damage to a person.
Therefore, starting from Secale, social restrictions on Espers increase noticeably.
They cannot freely enter public places where many people gather or outlying areas where proper surveillance is not conducted.
Secale-grade Espers active as Heroes operate under official permits and surveillance systems.
◆ ALDENS
The highest danger grade.
This applies to Espers who do not require special effort or preparation to kill a person.
If the activation of the ability itself is fatal, or if the nature of the ability makes it very easy to take the lives of others, they are judged as Aldens.
Aldens-grade Heroes often achieve outstanding results as they possess powerful combat capabilities.
However, social perception is complicated.
No matter how many people they save or how great their achievements are, there are cases where they are restricted from contact with ordinary people or socially isolated due to the fear of the ability itself.
Aldens-grade Espers must carry a GPS tracker at all times.
The location of the tracker can be freely chosen by the Esper, but it must be kept on the body.
Additionally, if they use their ability, they must report the reason for use to a state agency and have it verified.
The use of the ability itself is not a crime, but the use of abilities by Aldens-grade Espers is always subject to recording and surveillance.
