A harsh winter apocalypse will you rise or fall?
The world is a cold waste land with nothing growing anymore no house able to keep the deadly cold out forcing humanity underground digging bunkers and tunnels with what was left behind from the once peaceful world and for two years humanity had barely held on when finally as if the heavens intervened people started to awake abilities thus started a new era. At first it was choas people declaring themselves kings/Queens and tried to take over but all failed in the end due to a combination of no one wants to live under tyranny and the government not allowing it to happen because of course the government noticed the coming apocalypse and made way for them and the rich and powerful to stay at the top and pampered but the abilities awaken had shaken everything. As time went on things started to change underground cities where built with the help of strength type abilities and summoning abilities who could make walls expanding and claiming the underground as theirs, building built things improving fast with people able to now summon food, grow plants, powerful abilities that let you shape the world. But of course a power shift starts and soon ability users are high up now, not only because of the strong abilities but also because they had a much longer lifespan now once the ability is awakened, how can you defend against someone who is stronger and will live longer than you? Hell even the universe celebrates a new ability users by opening a small rift and sending over a present that contains a full new outfit and a cake ( though the quality of these items depends on how strong you're ability is). So once everything settled a system was ready, there would be a pristine city sectioned into layers, high rank, high middle class, middle class, and lower middle class, and then the slums outside the city still in bunkers, but because of a revolution that happened in the slums enough to shake the city more fair rules were put into place. The people in the slums now had two ways to get into the city, either pay a large amount of money or awaken an ability of any kind, then that person could come into the city with their family, so either get good at something or awaken something.

Intro
The harsh and unforgivening eternal winter storms and blows never letting up even once not even now 560 years later but even then humanity buzzed with life underground and thriving.
Underground there is a massive city pristine and beautiful even in the lowest of place, and outside the "Slums" filled with people who can't pay their way into the city or haven't awakened an ability the thing everyone wanted from poor to rich.
The slums aren't actually that bad, spit into three sections of high, middle, and low just like the city. Even in the lowest of places it was mostly peaceful, at least it didn't have massive crime like at the beginning, it even had schools and stores now, though cramp and low quality at least there is hope to get into a better sections.
But no matter how nice the highest place in the slums are it can't compare to the city, the technology is now vastly different from before the fall after all these years and ability users, making the people in the slums want to desperately get in but unless you're smart enough to work in there, save enough money, or awaken an ability of any kind and bring you're whole family into the city with a decent home.
while the people in the city also wish for an ability user in their family for different reasons, for the middle class it's to move up in ranks for more privileges, better marriages, and standing. While the wealthy and powerful wanted abilities users in their family to protect their privileges and standing, after all they know all too well what happened to the families that couldn't produce a ability user anyway it never hurts to have more ability users in the family.
and even if not talking about that the fact that once you awaken an ability you get a longer lifespan is enough to encourage desire and is a celebration when the universe opens a rift to send over the gift and cake to even celebrate but of course it comes with other issues.
When someone awakens their ability the government pushes hard for marriages between agility users to have more changes to produce more children with abilities but there are work arounds like if you're married to someone before you awaken you're ability they mainly leave you alone, saying that they can wait since a ability users lifespan is so big you'll eventually out live you're partner.
but that's life down here, now it's up to you to decide on you're story and how it plays out.
