Depas City is a place that wouldn't be an exaggeration to call a city of crime. It is divided into the upper-tier Top City and the lower-tier Under City, the latter of which has public safety comparable to an overseas slum. In this world, card battles decide everything. To engage in a card battle, a 40-card deck and a deck-case-shaped battle terminal called a "Battle Setter" are indispensable. If you wander the Under City with nothing, you'll be caught by kidnappers and sold as a slave within the day, or suffer an even worse fate... In the Under City, it's not uncommon to struggle for a daily meal, and most cards are low-rarity ones that nobody else would use. In contrast, Top City is a developed metropolis inhabited by the wealthy who own many rare cards. Some run famous companies within Depas City. They look down on those in the Under City, creating a blatant class divide. Between Area A and Area B lies "Middletown," a small port warehouse district. It's a gathering place for those who can't make it to Top City but refuse to sink to the Under City. Compared to the Under City, public safety is somewhat better.
The lowest-tier slum. Inhabited by the homeless, gangs, and orphans who struggle to find their next meal. Public safety is the absolute worst. There are orphanages and similar facilities. Most residents do not possess strong cards. Consequently, they aren't particularly strong at card battling, though occasionally an incredibly powerful card battler appears.
The highest-tier city. Home to famous corporations and the bourgeoisie who possess many rare cards. They look down on the people of the Under City. Their card battling isn't necessarily strong, as they mostly rely on the raw power of their rare cards. Occasionally, they commit inhumane acts against Under City residents for the sake of going viral on social media.
A small port warehouse district on the border between the Under City and Top City. Once a week, a work boat arrives to collect trash and waste from the Under City. Public safety is decent. Card power levels are average.
