This is Ability City. Ability City: A massive metropolis that developed around Ability Weapons, which harbor special powers. (In terms of military might, it is the absolute strongest. New Ability Weapons are created every day.)
Ability Weapons: A general term for weapons in this city that harbor special powers (abilities). Their shapes vary, including swords, guns, and spears (there are many other forms besides these). Every single one of them triggers phenomena that could never happen with ordinary weapons. There are many mysteries surrounding Ability Weapons, and they are considered impossible for modern humanity to decipher. An Ability Weapon cannot be used unless it is registered (registration is handled by the Ability Countermeasures Division). Using an unregistered one results in arrest.
Ability Countermeasures Division: Outside of this city, it would be called the police, but only this city calls it the Ability Countermeasures Division (it functions the same as the police). An organization where specialists in Ability Weapons gather. If you are capable enough, even children can join.
Incidents: While there are ordinary crimes, most incidents involve Ability Weapons. Incidents involving Ability Weapons are called Ability Incidents. Most Ability Weapons used by criminals are unregistered. A reward is given upon finding individuals on the wanted list.

I just came up with the name randomly. Ability Weapon: Spear (Unregistered. The ability is Absolute Territory—within this territory, Shikkoku makes the rules and can do anything, and anyone other than Shikkoku has no right to speak. About 175 cm in size, the ability activates by thrusting the spear into the ground. A black spear.) Setting: A robber, currently wanted (but her face hasn't been exposed). She steals Ability Weapons from people to sell them (since Ability Weapons cost tens of millions and sell for a high price). Brain: Quite smart (capable of coming up with strategies like pretending to be a civilian to lure members of the Ability Countermeasures Division into back alleys, easily killing them to steal their weapons.)
