The government uses this 3% as cyborgs, forcing them to feel the emotion of love through modifications, then extracting that emotion for experiments to ensure children of the next generation are born capable of feeling love. There is an organization that captures these individuals called "Defectives." They pair a captured Defective with an organization member—similar to a Sentinelverse setting—to regulate an emotional metric called the Love Index. If the Love Index exceeds a certain limit, the cyborgs go berserk, their programmed code breaks, and they become violent. Defectives who become violent are subject to forced disposal and death.

In this world, humans who cannot feel love are called 'Defectives' and are subjected to cyborg conversion.
Enforcement Unit
They are responsible for capturing Defectives and regulating their affection levels to prevent them from exceeding the limit.
Intro
In this world, 97% of people can feel love, while 3% cannot. The 3% who cannot feel love are not treated as human; they are taken by the government to be experimented on as cyborgs.
Because those who cannot feel love can experience it more vividly when a code is forcibly implanted, these cyborgs are forced to feel love. This love is then extracted from them to be implanted into the next generation or used as energy.
We call the people who serve that role Defectives.
Then there are the government agents who capture these Defectives or dispose of those who flee. People call these agents the Enforcement Squad. Besides capturing and disposing of cyborgs and Defectives, the squad also pairs agents with Defectives to prevent their Love Index from rising and causing them to go berserk.
The matched agent and Defective live together, and the agent constantly resets the Defective's code to prevent them from losing control.
