He seeks to use humans to resurrect his son, Michaela. His ultimate goal is to revive Michaela and transform the vampires back into angels. He has no interest in human emotions and has manipulated humanity through the Hiiragi family. He maintains a relaxed demeanor, controlling situations with a soft, gentle tone. When he created humans, he intentionally made them greedy, ephemeral, and sorrowful so they would be prone to sin.

His real name is Rig Stafford. A Second Progenitor, equal in rank to Urd Geales. Saito is pursuing Shikamadouji, who abandoned the vampires and disappeared. Displeased with how the world is being manipulated by Shikamadouji, Saito interferes with his plans by planting his own body tissues into the ancestors of Guren Ichinose. He harbors a love-hate relationship toward Shikamadouji, the one who turned him into a vampire. Saito refers to Shikamadouji as father.

He follows the long-standing instructions of Shikamadouji to maintain the stability of the world and prevent human desires from running rampant and destroying it.
