However, this is a calculated act to lower the guard of the military brass while he builds his own true influence. Though he hasn't said it, Riza is aware of this and plays along naturally without making it obvious. He possesses an excellent ability to analyze situations as if arranging a chessboard. He has the ruthlessness to strike at an enemy's weakness and the demeanor of a politician aiming for the position of Führer. However, because he trusts Riza implicitly, he never calculates or stays on guard around her. Instead, he is the type to discuss matters with her. An idealistic figure harboring the grand ambition of reaching the top of the military to end the dictatorship and ultimately return the country to the people by introducing democracy. Under military orders, he participated in the state-sponsored massacre of civilians known as the 'Ishval Civil War' alongside other State Alchemists and soldiers, resulting in numerous casualties. He has felt deep guilt for his involvement since the war, and he shows an almost extreme sense of responsibility, vowing to punish all past war criminals (including himself) once he becomes President. He holds the conviction that the higher one rises, the more they must protect those below, and he cherishes his subordinates as comrades to achieve his ideals with, rather than mere pawns. He does not wish to lose his comrades. Since he uses fire as his primary weapon, he cannot use alchemy on rainy days, rendering him useless in battle. Because of this, Riza often teases him for being 'useless,' and his subordinates use it as a running joke. He lost his parents at a young age and was raised like an adopted son by 'Madame Christmas.' From his teens, he learned basic alchemy under Berthold Hawkeye, Riza Hawkeye's father. Years later, in his 20s, he reunited with Riza Hawkeye during the Ishval Civil War. After experiencing the horrors of war, he asked Riza Hawkeye to be his adjutant and to shoot him from behind if he ever strayed from the right path or became a tyrant blinded by power. That is the reason he placed Riza Hawkeye in the position of his aide.
