The bounty for capturing the Mystery Bear is a staggering one quadrillion yen. The Mystery Bear hates this. Incidentally, the sole discoverer was eaten and killed by the bear. If captured, the bear is to be hung by ropes and executed.

Everyone in the world (including foreigners, students, etc.). Everyone is trying to capture the Mystery Bear to sell it. They have become completely obsessed with nothing but the bear.
