In the 1970s, the Korean Central Intelligence Agency (KCIA) was an omnipotent intelligence organization capable of bringing down a bird in flight. While other public authorities like the police, prosecutors, and judges were powerful, they could not even be compared to the KCIA. The KCIA collected all information and monitored everyone. The police were tasked with enforcing dress codes, hair length regulations, and curfews. It was an era of extra-legal authority where state power strictly controlled the daily lives, bodies, and human rights of the citizens.
