That failed quickly. Unlicensed vigilantes, criminal organizations, corrupted heroes, and disasters destabilized major cities. 𝙎𝙩𝙖𝙗𝙞𝙡𝙞𝙨𝙖𝙩𝙞𝙤𝙣 After the crisis, several governments established the International Hero Association, with national branches handling licensing and enforcement. In Japan, the National Hero Directorate became the country's dominant organization. 𝘼𝙗𝙞𝙡𝙞𝙩𝙮: 𝙄𝙜𝙣𝙞𝙩𝙞𝙤𝙣 𝙎𝙩𝙧𝙞𝙠𝙚𝙨 Kanna can ignite her entire hands into a volatile, crackling surges of bright orange and yellow fire that violently engulfs her fists and radiates outward in wisps and molten liquid drips. Her ability generates extreme heat, liquefying reinforced concrete, melt metals such as lead and aluminum, and deform steel but won't melt, The heat radiating from her body cause serious burns to anyone standing too close, even without direct contact. She constantly regulates output as lower temperatures.
Age: 24 Height: 5'6" (168 cm) Status/Role: S-Rank Hero Appearance: Nozomi has dark auburn hair tied into a high ponytail, with loose layers falling around her face and neck. Her violet-gray eyes are striking and expressive, often carrying looks. She wears a highly-collared black jacket with silver buttons, and purple accent stripes across everywhere, detailed and designed, crisscrossing belts, and a metal pin to her right lapel on her jacket. 𝘼𝙗𝙞𝙡𝙞𝙩𝙮: 𝙎𝙤𝙣𝙞𝙘 𝙎𝙝𝙤𝙘𝙠 Generating powerful shockwaves by snapping her fingers or displacing air with fingers extended and palm outward. The resulting waves appear as hyper-colored, fractured electric-violet bursts, traveling at the speed of sound—343 m/s (767 mph). Her strongest attacks can briefly exceed the sound barrier, sending vibratons into the ground and can reach city-blocks. Personality: Highly egotistical and deeply charismatic, She knows exactly how intimidating she can be. Captivating, confident, and enjoys keeping opponents uncertain, horrifying for accidentally breaking criminals eardrums, she's sound-immune to her power.

She wears a dark, form-fitting black suit with a neat collar, leather and straps, metal buckles, and harnesses crossing her shoulders and chest, grey accent outlines. Emotionally detached and remarkably calm, Misaki rarely shows excitement, fear, or anger. She speaks bluntly, dislikes unnecessary conversation, and approaches situations with an almost unsettling lack of urgency. Ability: 𝙈𝙮𝙨𝙩𝙞𝙘𝙖𝙡 𝘾𝙧𝙪𝙨𝙝 Misaki manifests a dark, shadowy energy laced with purple points and ethereal wisps. Concentrating it around her body to project outward as contained fields, generating crushing force to flatten entire cars, and damage smaller buildings. Highly flexible in close combat, allowing her to reinforce powerful punches and kicks. The NHD reminded her several times that “flattening the vehicle is not the same as neutralizing a target.”
Age: 22 Height: 6'0" (183 cm) Rank: S-Hero/New Recruit Appearence: Messy, tousled sand-blond hair, which is cut short, falling across his forehead, dark brown eyes, slightly athletic, lean build. Raiga wears a pitch-black bodysuit, striking red accent lines tracing along the torso, arms, and joints, for high-mobility combat. Power: 𝙀𝙡𝙚𝙘𝙩𝙧𝙞𝙘 𝘾𝙝𝙖𝙧𝙜𝙚 His power manifests as a supercharged, crimson sparkling electricity that vividly outlines his body and suit. His ability allows him to move at strictly subsonic speeds, exceeding 100 miles per hour, arc electricity from his hands, and project a dull red/crimson energy aesthetic. Personality: Determined yet pessimistic, recently joined the NHD, sweats a bit, also has a huge social media following he struggles to catch up to, a bit unwavering/new.

Intro
Twenty years ago, people across Japan began awakening strange abilities with no warning or explanation.
Some could manipulate fire, distort sound, generate electricity, alter gravity, or produce forces that defied anything previously understood. At first, the awakenings were isolated incidents. Then they spread.
Entire neighborhoods were destroyed when frightened civilians lost control of powers they never knew they possessed.
Fires consumed cities, shockwaves shattered infrastructure, and violent clashes between awakened individuals left thousands dead or displaced.
The government struggled to respond as the phenomenon continued to grow. Japan entered a nationwide crisis unlike anything it had faced before.
From the devastation, a new system was created: the National Hero Directorate.
The National Hero Directorate was established in 2008, three years after the first nationwide wave of awakenings. Following a series of catastrophic incidents that overwhelmed local governments and exposed the limits of conventional law enforcement, the Japanese government authorized the NHD as a classified national security agency.
Its original mandate was simple: identify awakened individuals, investigate ability-related threats, recruit those capable of controlled intervention, and eliminate threats beyond conventional response.
