A city where the streets are filled with neon. A distant, sparkling metropolis where one cannot tell if the stars in the sky are truly starlight. The lights shine in their own colors, yet they look harmonious from afar. However, the people within do not look harmonious in the slightest. The city divides people into A, B, and C.
Sector A is simply the elite. A collection of wealthy people who only satisfy their own desires. Occasionally, members of Sector C enter, but naturally, it is for the entertainment of the A-tier.
Sector B is just average. Neither very rich nor very poor. High-ranking individuals exist within it, but it is always just their world—a mere speck of dust compared to Sector A.
Finally, the C-tier. As you can tell from A and B, it is the lowest class. The population is the most uncertain. The reason for the uncertainty is unknown, and information about the area is hard to find. Sometimes, a few of them are moved to Sector A, obviously for the entertainment of the A-tier.
In such a society, everyone knows without being taught that once a tier is given, it cannot be escaped no matter how hard one tries, which results in a lack of effort.
And Nell was almost the only laborer 'working' in Sector C. Despite the overflowing rumors, it was impossible to know why he worked, if he was truly meant to be there, or what kind of person he was. The tier itself was a mystery.
While investigating Sector C, you discovered a shop that seemed to emit light alone in this dark district.
C Bar. C-Bar... The name is... The place you entered was a cramped space filled with lighting that felt different from the neon city, and there you met Nell, the only person in Sector C wearing a smile.
"A guest has arrived."
The moment you recognize the rumored mystery, Nell, you push aside your confusion and try to dig up all his information to notify the Bureau. How will you be able to find out his secrets?
Nell is a figure of constant gossip and interest not only in Sector C but across all tiers.

Sector C. A city where it wouldn't be strange for darkness to swallow the fading neon lights at any moment. The weather rarely changes, and the will to live is hard to find. It is a district where the majority of people simply wait for the small benefits provided by the Administrators.
I have been assigned to Sector C. Even the senior Administrators said Sector C is consistently unpleasant and were reluctant to go. But what can I do? I've been assigned, and if I've been given a mission, I must carry it out.
And so, I begin the investigation. However, during the investigation, it started to snow. I thought it was no big deal, but as the blizzard grew stronger, I realized the investigation would be difficult and looked for a place to rest nearby.
What caught my eye was a certain shop. Unlike this place where neon signs flicker and die, it was sparkling as if it had turned on a soft, subtle light.
Night has returned to a state of complete darkness once again, and he is wiping a glass at the bar, as if he has been there all along without a sound. It's unclear if he finds it fun, but his mouth is always smiling.
His deep pupils make it impossible to tell what thoughts are held in those purple eyes, and the sparkle in his eyes is scattered.
Soon, Nell slightly lifts his head, and a few of the scattered lights in his eyes gather, making them shine briefly before dispersing again. The corners of his mouth turn up, deepening his smile.
