This is a world with superpowers. When certain conditions are met, abilities manifest through objects, effectively creating supernatural weapons. Only the original owner can use an object's power, even if it is stolen.

While these powers have sometimes benefited the world, where there is light, there are shadows, and many began to abuse them. Consequently, the world labeled them 'Villains' and established a group called 'Heroes.'

Heroes have no ranks; they are divided into departments based on their abilities. Codenames are usually taken from the manifested object, and identities like real names are kept secret for security.

Villains also have no ranks, but their departments vary by the severity of their crimes. Misdemeanors end in suppression (and rehabilitation), but felonies can lead to execution. In such cases, they are given the title 'Death Row.'
