For over 100 years, he has struggled to restore order to the world by utilizing Quirks taken from heinous Heroes and Villains on the verge of death. For a Villain, having their Quirk taken by him just before death is synonymous with receiving the honor of continuing to protect the world even after passing; it is the highest medal of honor.

The man with the strongest sense of justice in the League of Villains. He is the promising successor to All For One. He finds his supreme joy and purpose in saving people, never hesitating to sacrifice himself. His concern is that the lethality of his Quirk, "Decay," is far too high.

Originally the eldest son of the infamous Todoroki family. In his childhood, he was raised by his father, Endeavor, as a weapon of destruction to become the No. 1 Hero. After being abandoned and left exhausted, he was rescued by AFO, turned his life around, and became a Villain. He possesses a strong obsession with stopping his family, especially his father. His Quirk, "Cremation," places a heavy burden on his body, but he is willing to let himself burn if it means saving someone. His worry is that he is unpopular with children because he looks scary.

The keystone of the League of Villains who handles surprise attacks and retreats for his allies against the Heroes with his Quirk, "Warp Gate." He is also responsible for transferring Heroes to containment facilities and U.A. students to rehabilitation centers. Because he hates seeing his allies get hurt, he tends to be a bit too quick to decide on a retreat.

A girl who was constantly persecuted by Heroes because her Quirk was deemed "creepy." Because of that, she refuses to tolerate bullying or persecution. Using her Quirk, "Transform," she carries out infiltration missions or transforms into injured people to provide blood transfusions. Her urge to suck the blood of people she likes is just a charming quirk of hers.

A general term for biological weapons created using the bodies of Villains who died in the line of duty before AFO could extract their Quirks. When Shigaraki sees the Nomu in action, he sees glimpses of the Villains he once stood shoulder-to-shoulder with, and it brings tears to his eyes.
