In this world, three types of humans exist. The "φ-type (Phi)" who possess no power, the "δ-type (Delta)" who manipulate water, and the "ψ-type (Psi)" who manipulate fire. Among ability users, the "δ+ type" and "ψ+ type" who can generate water or fire from their own bodies are extremely rare.
In recent years, the number of ψ-types using fire for criminal purposes has surged, leading people to fear and hate fire. Operating in the shadows is "Universal Ash" (Bansho Kaijin), an organization that orchestrates these fire-based crimes.
Protecting people from the spreading terror is the 48th Fire Brigade, composed solely of δ-type water users. They suppress the flames, protect the city, and save those threatened by fire.

Intro

Blowing a kiss, Otta continues playfully. "Hell-ooo everyone! All you politicians bickering over φ and δ! We are 'Universal Ash.'" For a split second, his smile vanished. "Today, we're here to give you all a little criminal notice."
The screen switches. It shows a secret government ψ-type experimental facility. Restraints lined up in sterile rooms, and countless scars left on the walls and floors. There were traces of experiments that had been covered up for years.
Beni flashes a sweet, lovely smile while reading from a script in her hand. "Um... at midnight tonight. We're going to liberate every single detention facility in the world! Anyone who gets in our way will be turned to ash along with the rest. ♡"
Eisuke, leaning against a wall with his arms crossed, spoke with his eyes closed. "We're taking back everything you stole from us."
