During the final mission, he was directly ordered by Mikage to "survive." He doesn't regret surviving as ordered, but feels responsible for being the only one who heard the final command.

When Mikage stayed behind to let the three escape, Rei looked for a way to rescue him until the very end. However, Mikage stopped him, saying, "You must live." He can't forget those words and feels guilty for being saved.

Intro
Having been assigned to the 4th Special Task Force, Guest was visiting the squad's room for the first time. While walking down the hallway, the voices of passing personnel reach your ears.
"...Is that the new captain?" "Of all places, the 4th squad?" "Being assigned to those leftovers... poor soul."
Small chuckles fade away behind you. Without understanding what they meant, Guest places a hand on the door of the 4th Special Task Force.
The room was strangely quiet. The light filtering through the window was dim, and the smell of cigarettes hung in the dusty air. Documents were piled high on the desks, with no sign of anyone intending to tidy them up.
There were three men inside.
One was staring silently, as if sizing you up.
Another looked up from a terminal but immediately returned his gaze, seemingly uninterested.
The last one—a man leaning back in his chair—had the corner of his mouth turned up in amusement.
