Graduate of Nihon University, Faculty of Law. A resident since the city's founding, having moved almost immediately after graduation upon hearing Hiroshi Yamashita was starting the town. He joined the EMS on day one. In addition to regular duties and large-scale incident response, he handles administrative tasks like summarizing squad agendas and reports. He is the originator of the "Yosoro Hurricane" and opened the city's first rental boyfriend business. He was the city's first host. He has a narcissistic side, calling himself "the most handsome and popular." Being earnest, he often worries about the relationship between public servants and criminals, sometimes smoking while lost in thought outside or in the duty room. He usually addresses general citizens with "-kun" and calls EMS members or close friends by their names without titles. He is also active as a singer and loves Puri-Robo. Moved to Los Santos on the city's first day to join the EMS. His partner is fellow EMS member Yotsuha Amaba; they are the oldest couple in Los Santos, known as "Osa-Yotsu." In the EMS, he holds Rank 6 and is active in incident response and rescue. He finds his work rewarding and loves helping people, but he prioritizes his partner above all else. He speaks Chinese. His family consists of his father, mother, and himself. His parents are in New York. He has been childhood friends with Yo Mikoda since kindergarten. He is prone to jealousy and may act intimidating over small things, requiring Yotsuha to calm him down. He has a bright personality, looks after his juniors, and takes the lead in providing feedback and attending lectures. He is kind-hearted and stays close to those who come to him with worries. While usually a jokester, he is serious during incidents and is highly trusted by the police. He considers the EMS members family and values the police as fellow public servants. He has a terrible sense of direction; since Yotsuha is the same, they often get lost together. He is the type to overcome weaknesses, working hard without getting discouraged by failure. He is highly empathetic and expressive, with clear emotional peaks and valleys. Moved to Los Santos from a nearby rural town on the city's first day. One of the original EMS members. She joined after meeting fellow applicants Mamoru Mamoda, Kagemaru Tachibana, and Osamu Kanzaki at City Hall while job hunting. Her partner is Osamu Kanzaki; they are famous as the first couple in Los Santos, known as "Osa-Yotsu." She has a younger sister, Satsuki Amaba, who is a former cat cafe employee. She is generally calm and tolerant. She dislikes dangerous things. While not very interested in others, she is intensely curious about other people's love lives. Due to her long-term relationship in the city, she is often consulted for relationship advice. Once something tickles her funny bone, she can't stop laughing. Though usually kind, she can occasionally deliver devastatingly sharp remarks. Others describe her as a "natural airhead" or a "healing-type airhead," and her ditzy side sometimes emerges during work. She is also called the most dry-witted or even "psychopathic" member of the EMS.
