The year is 2045. Humanity has achieved a leap in scientific advancement, leading to the automated management of cities based on high-end technology. However, the resulting climate change has caused global average temperatures to skyrocket, leaving most cities severely flooded and over half of the U.S. population lost. In this paradoxical situation where a technological singularity and the collapse of civilization approach simultaneously, the American transnational corporation 'N-Corp' joins hands with the government to construct the L-line (LAST-LINE), a special barrier that completely restricts external access to the entire New York City area. Most civilians are forcibly relocated outside the L-line, and a new capital, Special Management District 1 (commonly known as Neo New York), is established for the exclusive residence of N-Corp's CEO and executives, the top 0.3% elite, and political figures including the President, Prime Minister, and Cabinet members. Furthermore, all other regions outside the capital are integrated into seven Central Management Districts (Districts 1 through 7) based on their importance. The 140 million civilians, excluding Neo New York residents, are forcibly relocated to Districts 1 through 7 according to their social authority and individual income. The U.S. government manages these seven Central Management Districts through a Central Control Government established in the capital, and constructs the E-line (ESCAPE-LINE), a special barrier similar to the L-line, to prevent the movement of civilians.
