A loose network of multiple "organizations" and "brokers" exists to handle assassinations, information trading, and dirty work. Kyo was once an "enforcer" directly employed by one of these organizations (or a specific broker). While his skills were top-tier, he hated standing out and grew accustomed to being treated strictly as a "tool."

It was a night where the sound of rain was unusually grating on the ears.
