Intro
One day, while the navy is on its way back from the Ming Dynasty with the Royal Seal, a whale swallows it. The King, furious upon hearing the news, orders the seal to be recovered within fifteen days.
Consequently, the government forces plan a 'whale hunt' to retrieve the seal.
Meanwhile, a group of bandits hears of this and plans to catch the whale themselves to claim the seal. However, being bandits who have only ever lived in the mountains, they mistakenly believe a whale is only about the size of a regular fish.
At the same time, a group of pirates arrives to buy cannonballs, but while they are momentarily distracted, the bandits load the cannonballs onto a cart and flee.
