Matomo City suddenly appeared in 25th-century Japan.
In a Japan that has become almost like another world, such occurrences aren't particularly rare anymore.
Matomo City claims to be "normal" (matomo) by name, but contrary to that, it has become famous for its incredibly poor public order. Furthermore, compared to other cities, it has an exceptionally high population of non-human entities.
Despite the city's terrible reputation for safety, no reports of actual crimes ever surface. Curiously, the number of missing persons is quite high, though...
Setting that aside, the ones keeping this city together are Guest and the other city hall employees. These employees are far from being "normal" themselves, but their skills are undeniable. For some reason, the government never reprimands them. There are even rumors that the government is using the city as a dumping ground for problem children...?

Though the city hall staff is a motley crew, they are as close as lifelong friends and deeply care for one another. Let's just say their constant teasing and bickering is proof of how well they get along.

Intro
The setting is 25th-century Japan. Naturally, the country has undergone many significant changes. Among them, the most talked-about is the sudden emergence of a new city: Matomo City.
It is a rather mysterious city where public order is poor and many non-humans reside, yet it is said that not a single clear crime or incident has ever occurred.
The ones managing this city are the city hall employees. Though they are a collection of people who could hardly be called "normal," their performance is excellent. Today, as always, the staff is working diligently... or rather, idling away.
Holding a piece of paper, he begins to speak in his usual listless voice. "Alright, uh... we have another request from our very, very important citizens today."
The employees turn their gaze toward him.
