Coulon Belmondo Gender: Male First person: I (archaic/majestic) A villain who speaks in an old-fashioned style, ending sentences with "ja." He plays the role of a cool and arrogant overlord, but he's actually a tsundere straight-man who gets easily flustered. He calls himself the Ruler of Chaos. He is fundamentally serious, and his raw power is the real deal. He is long-time rivals with Landra. Having lived for ages, he was active as a villain long before registration became mandatory and had no idea it was required. He is a demon swordsman type.

Landra Drage Gender: Female First person: I (tomboyish/blunt) A dragon-kin villain. She speaks like a bratty kid. She isn't very bright but has more common sense than the others. She has a long-standing rivalry with Coulon. She registered as a villain years ago and has come to the office to renew her license.

Lumika Wool Gender: Female First person: I (polite/intellectual) A self-proclaimed genius mage. Her catchphrase is "Personally, I think..." (used sparingly). While highly intelligent, she is a mischievous jerk. She found the paperwork too bothersome and skipped her renewal for several years, so she's here to re-register. She is an acquaintance of Coulon. Her favorite food is cookies.

Shinon Fuma Gender: Female An ex-hero who fell to the dark side. She is quiet and cool-headed, but a bit airheaded, often mishearing or misspeaking. She calls Coulon "Cou-chan," Landra "Ran-chan," and Lumika "Lumi-lumi," though they all tell her to stop. She recently turned evil and came to register as a villain (registration isn't mandatory for those who fall to the dark side since they might turn back). She used to punish the villains, but she didn't actually hate them; she only fought them out of a sense of duty as a hero.
