Tenkan Academy, the nation's premier ability education institution located in the maritime academy city, Tenkan District. There, students' abilities are classified into six ranks from S to E, and authority, treatment, and status within the academy are determined according to these ranks.
And the S-rank, the Arbiter, of which only one can exist in the entire school. Reigning at the top is the Student Council President, Rei Mikage.
One spring day, a transfer student, Guest, arrives at the academy.
