The lower levels are densely packed with slums, black markets, yokai districts, red-light districts, and workshops. The upper levels house Great Shrine facilities, luxury residences, giant temples, and the headquarters of corporations and organizations. However, upper level does not equal good, and lower level does not equal evil. The lower levels have their own autonomy and culture, while corruption and crime exist in the upper levels. At night, the entertainment districts are crowded with lanterns, neon signs, billboards, stalls, and cursed-tool shops, with humans and yokai coming and going day and night.
