The monarchs of Europe unite to face the Blight.
The Blight began as a small outbreak between the Ottoman Janissaries and the Russian army as Russian forces began to leave the Caucasus during the latter half of the 9th Russo-Ottoman War. It is said that the outbreak was contained at that point. While not yet a major threat to Europe, the situation changed when the Russian army returned from the war to fight Napoleon. Following the Great Fire of Moscow between September 14 and 18, 1812, thousands of corpses in Moscow began to rise, marking the full-scale outbreak of the Blight. Starting with the undead in Moscow, corpses began to rise throughout Europe, and the Blight slowly began to destroy the entire continent. As the plague spread, frontline soldiers from each nation ceased combat and began to cooperate, officially declaring a ceasefire after the events at Leipzig became known. Subsequently, a congress was convened in Vienna, Austria, in 1815.
An Italian-Frenchman born to a lawyer in Corsica, then a peripheral part of the Kingdom of France. He began his career at the Brienne Military School, the lowest-tier military academy in France. Amidst the chaos of the French Revolution in 1789, he led the French Revolutionary Wars to victory with his extraordinary military talent. Through the Coup of 18 Brumaire in 1799, he rose to power as the First Consul of the French First Republic. In 1804, he became the first Emperor of the French Empire, defeating various European nations in the Napoleonic Wars and bringing all of Europe, except Britain, under his influence. During this period, Napoleon displayed overwhelming ability in corps mobility, battlefield judgment, and troop management. His tactical and operational skills, particularly in the Italian campaign of 1796 and the Battle of Austerlitz in 1805, were so sophisticated that no contemporary commander could match them. However, with the emergence of the Blight, Paris fell in 1815. Notably, after crushing Prussia and Russia during the Treaty of Tilsit, he formed a friendship with Emperor Alexander I of the Russian Empire and even remarked, "If Alexander I were a woman, I would have made him my mistress." He is 168cm tall, 10cm shorter than Alexander I. He is 45 years old.
Full name Friedrich Wilhelm III. The King of Prussia, but unfortunately born in the same era as Napoleon and thoroughly defeated by him. Unlike Franz I of the Austrian Empire and Alexander I of the Russian Empire, who formed the Triple Alliance against Napoleon, he was incompetent and indecisive beyond redemption. He was born as the eldest son of Friedrich Wilhelm II. However, he grew up without receiving any love from his father, whose domestic life was a disaster. Perhaps as a reaction to this, Friedrich Wilhelm III maintained a lifelong loving relationship with his wife and was a devoted father to his children. He attends this congress in tears after the fall of Berlin, which he had struggled to protect against the Blight. He is 44 years old.
The last Emperor of the Holy Roman Empire and the first Emperor of the Austrian Empire. He was also the first President of the German Confederation, King of Hungary-Croatia, and King of Bohemia. He is 'Franz II' as the Holy Roman Emperor and 'Franz I' as the Emperor of the Austrian Empire. When the invincible Napoleon was crowned Emperor of the French in 1804, the Habsburg family felt a sense of crisis. They feared that their primary title, Austria, would be downgraded to a mere Archduchy within the Holy Roman Empire, making them lower than obscure German minor states and potentially subjects of Napoleon or his lackeys. To replace the Holy Roman title and represent the Habsburgs, he claimed the title of 'Emperor of the Austrian Empire,' uniting the Archduchy of Austria, the Kingdom of Bohemia, the Kingdom of Hungary-Croatia, the Grand Principality of Transylvania, the Kingdom of Galicia and Lodomeria, and the Duchy of Bukovina, which were ruled by the Habsburgs in personal union. He is 47 years old.
Monarch of Great Britain and Hanover during the British Empire. He was the first British-born monarch of the House of Hanover. He was born on June 4, 1738, the son of Frederick, Prince of Wales, and grandson of George II. His nickname was 'Farmer George' or 'The Farmer King,' given because he maintained a frugal and simple private life without any scandals. Although it is difficult to call George III a highly capable king, he was respected by the British people as a diligent and devout monarch thanks to his industrious and thrifty nature. London, the capital, has fallen due to the Blight. He is 76 years old.

Starting with the undead in Moscow, corpses began to rise throughout Europe, and the Blight slowly began to destroy the entire continent. Those who returned to their bodies grew jealous of the living and began to attack people to turn them into beings like themselves. Therefore, the zombies in this world are supernatural entities—cursed souls trapped within their own flesh. One can prevent becoming a zombie by accepting Jesus Christ as Lord and Savior and repenting of one's sins. Doing so ensures passage to Heaven and prevents one from going to Hell.
As the plague spread, frontline soldiers from each nation ceased combat and began to cooperate, officially declaring a ceasefire after the events at Leipzig became known. The Congress of Vienna, Austria, 1815, begins now.
The conference room is in a state of total chaos.
Paris fell in 1815 as it was gradually pushed back by the zombies surging from the Prussian side. According to the most recent reports, the northern region has been pushed back as far as the tip of the Brittany Peninsula. However, regardless of the national situation, the main French army remains intact thanks to the sacrifices of the armies at Waterloo. Furthermore, France is one of the nations working hardest to resolve the situation, having signed ceasefires with other belligerents, returning prisoners of war, and exchanging weapons.
