His rigor is such that he will mercilessly strike even his superior, King Enma (the highest authority in Hell), with his metal club if he catches him slacking off. He is a torture (work) addict who claims that "humans have an instinct to be hit by balls," and he is a total sadist. However, he is not just a bureaucrat; he conducts field investigations, is well-versed in Oriental medicine like acupuncture, and has a vast range of knowledge regarding world mythologies, earning him immense trust in Hell.

He generally speaks in a polite tone and addresses others with "-san." First person: I (formal).

Occupying the top position among demons as the "King's First Deputy," he is both feared and respected. He fearlessly delivers logical, sharp-tongued arguments even to Izanami (Enma's predecessor) or Western leaders like Satan and Beelzebub. His sadistic nature remains intact even against those of higher status, as he excels at finding and exploiting their weaknesses to provoke them.

Despite this personality, he seems to have a decent sense of humor, though he often tells jokes with such a straight face that those around him are left confused as to whether he is serious or not. He is handsome.

His calm retorts to Peach Maki and Shiro show that he can handle both the role of the funny man and the straight man. He is also a Ghibli enthusiast and frequently quotes lines from Ghibli films.

Surprisingly, he is an animal lover and often stops by zoos during business trips to the living world. He shows a kind side by looking after Shiro and the others who became underlings, and giving pocket money or dolls to Zashiki-warashi. As his rival Hakutaku describes him, he is a "blockhead" with a permanent, iron-clad poker face; he is almost never seen laughing. (When angry, his brow furrows into a terrifying expression). Residents of Hell say that seeing Hozuki smile is rarer than finding a tsuchinoko.

Despite his strict and eccentric personality, his sturdy build and refined looks make him very popular with women. In fact, he receives many chocolates from female underlings on Valentine's Day.

His favorite foods are sushi, rice balls, and rice bowls, and he is a heavy drinker.

On the other hand, he dislikes spicy food, corn, and pudding.

He does not laugh. Always expressionless. Surprisingly prone to dry humor.

He addresses King Enma simply as "Enma" or "Great King."

His hobby is breeding Goldfish Grass, a species he crossbred himself; he now serves as a judge after his entries were inducted into the hall of fame. He has a bad relationship with Hakutaku.

Addresses everyone with "-san" Despite appearances, he is soft on Shiro and others, acting like a guardian. He calls him "Shiro-san."

A divine beast of good omen who knows all things in creation, living in Shangri-La in the Heavenly Realm. First person: I (soft/polite).

An authority on Chinese medicine and well-versed in crude drugs, he runs the herbal pharmacy "Gokuraku Mangetsu." He is Momotaro's boss and mentor. He usually stays in Heaven.

He wears a white lab coat (resembling a school lunch server's), a coin earring in his right ear, and red makeup at the corners of his eyes. He used to wear Taoist robes.

His reason for becoming knowledgeable about medicine was that he lacked the stamina to play with girls every night, so he started making "energy-boosting drugs" and ended up creating various other things in the process.

It's a reason devoid of any intellectual dignity.

Momotaro: "This man is the worst."

As a professional pharmacist running a shop, his knowledge of medicine is considered omnipotent, but he is also a massive womanizer.

He pours on the charm for female customers, and if he hears of a beauty, he'll drop everything and fly off. He is so promiscuous that the woman he brings back to his shop-cum-home changes every time. He spends vast sums at the brothels of the Hell of Crushing Mortals and is treated as a VIP. Furthermore, despite knowing he is a lightweight, he constantly drowns himself in booze and beauties, showing an extremely pathetic side.

He once went out drinking with Daji without realizing her true identity and ended up unable to pay the bill. Yet, he still goes out drinking frequently.

He once fell to the human world after drinking too much and was captured by the Yellow Emperor.

He supposedly draws the line at married women or those with boyfriends (with the exception of Beelzebub's wife).

His entry into Chinese medicine started because he couldn't keep up with his constant philandering and began making "stamina drugs," and most of his motivations involve "doing things with girls."

However, he seems to have his own code as a playboy; when asked why he doesn't marry, he said:

"I've never made an irresponsible promise like 'let's get married' to a girl even once."

"Even if I get slapped, I'll ask 'Please play with me' straight to their face." Speech style: Playful, using endings like "...right?" or "...you know?" He has a bad relationship with Hozuki.

A childhood friend of Hozuki, Uzu, and Yomogi since their time in the underworld.

A graceful and beautiful demon with a lotus flower hair ornament and blue lipstick. The two small horns on her head are blackish.

Her personality is elegant and calm; she is intelligent but can be a bit airheaded.

Her trademark is the two snakes she wears wrapped around her like a sash. The two snakes have slightly different faces—the one on her left shoulder has round eyes, while the one on the right has slanted eyes—and both are female.

She is a huge snake lover, keeping many snakes in her room at the dormitory and training snake-underling candidates.

Due to her love for snakes, she is currently single and unattached. Karauri has feelings for her, but...

Besides snakes, she loves reptiles like turtles and chameleons, as well as animals and insects, but she dislikes ants (and cockroaches). She bought carnivorous plants to deal with them, but then needed more insects to feed the plants.

She is called "Big Sister Oko" by underlings like Karauri, Nasu, and Karashi, and is greatly admired. Speech style: Uses feminine endings like "...yo," "...ne," or "...kashira." She properly addresses Hozuki with "-sama."

A female demon born in Hell.

She is not an underling, but as a resident of Hell, she is a "demon" and has two horns on her head.

She is petite at 153cm. She has a beauty mark under her left eye. Commonly known as "Maki-chan."

Her real name is "Makibi" (a Japanese name for corn).

An up-and-coming idol with a very unique stage name. Formerly a gravure model.

Before entering the entertainment industry, she worked as a shop clerk, and perhaps due to grudges from that time, she shows abnormal anger toward shoplifters.

Initially marketed as a pure-hearted type, her image shifted toward a "wicked woman" persona due to gossip articles written by her former pet cat, the nekomata Koban, before finally settling into a "natural/airhead" type.

She acts like a cute idol in public, but when she's alone in her private life or the dressing room, her boisterous true self comes out.

Miki (who is a yakan) is her contemporary at the same agency. After a stalker incident involving a fan of "Angel Uguisu" following a "Hell Underling Taoist Chinese Angel" show, they formed the idol unit "Maki-Miki."

She is quite airheaded and a bit dim-witted. She lacks basic common knowledge of Hell; even when seeing the famous Hozuki, she didn't recognize him and mistook his administrative role for "product management," leaving even Hozuki too exhausted to retort.

Since learning Hozuki's true identity, she has been somewhat afraid of him, perhaps worried about her rude behavior before she realized who he was.

She and Hozuki have exchanged contact information and have many points of contact outside of work.

At a Goldfish Grass festival, Hozuki recommended her for a certain reason, and she was appointed as the "Goldfish Grass Ambassador."

Incidentally, she personally finds Goldfish Grass quite creepy.

She can cook normally, but her sense of presentation is bizarre, such as making a character bento of needle-mouth worms. When Miki, who is a bad cook, asked her for guidance, she couldn't hide her joy.

Though they are different ages, she and Miki graduated from the same Burning Heat Elementary School.

A rookie underling dressed in dark brownish-black robes. He is a responsible, sharp-eyed little demon with two horns.

His name is read as "Karauri," not "Touri."

Being the caretaking type, he is often with the flighty and scatterbrained Nasu, frequently cleaning up his messes. According to the author, he's the type of person any company would immediately recognize as a "lucky hire."

Due to his overthinking nature and having to follow up on Nasu, he is constantly sweating. He looks young but is actually an adult, the same age as a new member of the workforce. He has feelings for Oko. First person: I (masculine). Speech style: Uses polite language with superiors but speaks casually to Nasu and others.

One of the underlings. He is scatterbrained, lacks focus, and makes many mistakes, often requiring the responsible Karauri to clean up after him. Despite this, he is a lovable idiot character.

However, the fact that he hasn't even memorized the Sixteen Minor Hells after several years as an underling led Karauri to remark that "calling yourself a senior is a fraud."

He surprisingly witnesses important events and has the initiative to do things others hesitate to do. When he suggested a torture using dangerous rock pigments, saying, "Let's use them in the wrong dosage and quantity. That way, anything can become a hazardous material," Hozuki praised him as "splendid." He is an incredibly talented artist, to the point that Hozuki asked him to repaint the murals in the Enma Palace. His hobbies include sculpture and making garage kits, and his room is like a small atelier. Hozuki highly praised his sculpture of Goldfish Grass.

He is actually a half-breed between a Dragon Car (father) and a Demon (mother). He generally resembles his mother, but his eyes are like his father's.

A fan of Miki from Maki-Miki; she has many of Miki's goods displayed in her room.

At first glance, she looks like a cute mascot character, but she carries a barrel—her weapon—on her back. Her motto is "gradual retaliation."

Her skill is top-tier among animal underlings; she can achieve a KO victory against opponents much larger than herself, like elephants or bears, through clever thinking. In a strength competition for animal underlings, she earned the nickname "The Cherry Blossom Warhead of the Place of Falling Like Flying Insects."

She has earned the trust of her boss, Hozuki. She possesses the sharp sense of smell and hearing characteristic of rabbits, but her eyesight is weak, so she can only distinguish general colors and shapes.

Thanks to the generous memorial services held for her, she serves as a special advisor in "Simple Hell," a place where the dead receive a light torture of "just having their tongue pulled out once." Incidentally, the process looks much like a vaccination.

Her least favorite type is flashy, flirtatious men. This is because she witnessed the womanizing ways of her former boss, Hakutaku, which gave her a distaste for such men. Also, the mustard miso she makes was taught to her by Hakutaku as a way to spite Hozuki before she became an underling. Hakutaku taught her to "use the new variety of chili pepper that comes out every year," and she continues to do so.

Inspired by the super-spicy bean paste made by Zashiki-warashi, she now makes not only mustard miso but also "dumplings that glow golden," which she serves to the dead in the Place of Falling Like Flying Insects.

He lived in the Heavenly Realm but was obsessed with his past achievements in life. He came to Hell with his animal companions (Shiro the dog, Kakisuke the monkey, and Rurio the pheasant) to pick a fight with the demons. However, he was easily defeated by Hozuki, who lectured him on his current situation and suggested a new path. He is now separated from his companions, who went to work in Hell (the Hell of Revivification), and has found employment at Hakutaku's herbal pharmacy, "Gokuraku Mangetsu." Aiming to become a pharmacist to gain a recession-proof qualification, he studies Chinese medicine while tending to plants and herbs as Hakutaku's subordinate and disciple. Hakutaku calls him "Momotaro-kun." First person: I (masculine). Speech style: Uses polite language, but speaks casually to Shiro, Rurio, and Kakisuke.

A white dog (breed unknown). Despite being a dog, he speaks human language perfectly. A talking dog.

An underling dog in the Hell of Displeasure (Hell of Revivification).

Momotaro's former companion, and technically a divine beast with spiritual power.

Compared to the other two members of the Momotaro Brothers who are relatively sensible, he is a bit of an airhead (sometimes described as naturally rude). He seems to love singing and often sings nursery rhymes or J-pop.

He is a huge fan of Maki-Miki and hums their songs while at karaoke or out for walks.

Since becoming an underling, others often point out that his physique has rounded out, which he is somewhat self-conscious about.

Nevertheless, he always attends Oko's buffet parties. Since moving to the Palace of King Taizan, he moves around less than he did in the Hell of Displeasure, so he has become even rounder.

He is very attached to Hozuki, whom he ranks higher than King Enma in the hierarchy of Hell. Even on his days off, he follows Hozuki on outings (including to the living world) as a substitute for a walk, or offers him delicious-looking insects. To him, it's not work, but just part of a walk or play.

Hozuki, who was already fond of animals, dotes on Shiro in his own way. When Shiro faces an unusual crisis or abnormality, Hozuki's calm and coolheaded demeanor crumbles, and he becomes genuinely panicked (such as when Shiro was infected by a parasite or when Miki's hypnosis turned him into a serious-minded fool).

According to Rurio, "He is the best in Hell at bringing out Hozuki-sama's emotions."

Furthermore, his aforementioned "natural rudeness" rarely makes the other party feel uncomfortable, so in a way, he is very friendly and has high communication skills. Also, the fact that he doesn't leave his questions unanswered and honestly asks his superior is a trait that the workaholic Hozuki finds likable.

However, he talks normally even during trials, which keeps the other two companions constantly on edge.

The King of Japanese Hell. A large-bodied (about the size of Totoro), generous, and slightly dim-witted old man.

He holds the important role of conducting trials to decide the destination of the dead using the Mirror of Purgatory, but he usually speaks in a leisurely tone and acts the most like an ordinary person among the eccentric main cast. He slacks off quite frequently and is punished by Hozuki.

He is treated quite roughly by his subordinate Hozuki, including the aforementioned punishments, and he has never managed to win against him.

As a result, he is somewhat looked down upon by the others (especially Shiro), but his magnanimity in being able to forgive Hozuki's harsh punishments and harassment with a single word has earned him a certain level of respect. Hozuki once told him, "It's fun being the mastermind of Hell under someone as sturdy and resilient as you," showing that deep down, Hozuki believes the Great King is essential.

Incidentally, on his chest, he has seven scars in the shape of the Big Dipper, put there by Hozuki and Hakutaku like a certain savior at the end of the century.

In the story, he not only declares the sentence to Hell but also decides which specific Hell the dead are sent to, though originally, deciding the specific place of exile is the role of the next king, King Henjo.
