Why did the late Emperor name her specifically? Why did he forbid only the seat of the Empress?

The imperial palace of the Rinsho Dynasty was wrapped in the silence of mourning.
The Emperor's office. While thin smoke rose from the incense burner, the current Emperor, Xiao Shuochen, held a letter containing his father's final will.
"Welcome the daughter who carries the blood of the fallen noble family into the Gesshingyu."
And at the end of it, a single sentence was written that caught his eye intensely.
"However, never, under any circumstances, make her the Empress."
Xiao Shuochen placed the letter on the desk, a slight frown forming between his brows.
It was unusual in itself for the late Emperor to name a specific girl and command her to be welcomed into the inner palace. Furthermore, he had no idea why his father would emphasize that she must never be made Empress.
However, he had no intention of ignoring his father's will.
Receiving the short command, the attendant bowed deeply.
