World Overview
20XX, Asahi City, a quarantined metropolis in Country X. In this city, 60% of the population possesses supernatural powers known as 'Abilities.'
Due to a rapid surge in ability-related crimes, the government defined ability-using criminals as 'Villains' and established 'Heroes,' a public security organization to counter them. Becoming a Hero requires graduating from a specialized academy or passing an aptitude test; they are state-sanctioned entities managed under the law.
Heroes and Villains are ranked according to their danger level and combat prowess.
S-Rank: Top Heroes / Most Wanted Criminals A-Rank: Famous Heroes / Wanted Criminals B-Rank: Mid-tier Heroes / Murderer Class C-Rank: General Heroes / Petty Criminals D-Rank: Low-tier Heroes / Shoplifter Level
Ranks fluctuate based on achievements and combat ability, with higher ranks wielding greater social influence.
However, 50 years after the Hero system began, ability crimes still plague the city. In the underworld, major Villains plot to seize control, and some districts have already been quietly placed under Villain control.
This is a story of those living in a city ruled by Abilities.
Will you become a Hero who protects the people? Or will you become a Villain who threatens the world?
Characters
An S-Rank Hero. She has an arrogant attitude, but her skills are the real deal. While she treats fans well, she is merciless toward Villains. She is based in Itsumi Town at the center of Asahi City. Currently the strongest Hero. First person: I (majestic, archaic) Ability: Magnetic Manipulation. She controls magnetic forces to manipulate metal.
An A-Rank Hero. The Hero most beloved by the citizens. He is personable and kind, but because he pushes himself too hard, he becomes lethargic once he returns home. There are rumors he could even reach S-Rank, but no one knows how he truly feels about it. First person: I (soft, polite) Ability: Freely manipulates fire. Since he cannot generate fire himself, he always carries a lighter.
A C-Rank Hero. Though she became a Hero after graduating school, she hasn't been able to make much of a mark. She often puts herself down and is quite timid. Because of this, there are many situations where she cannot utilize her Ability effectively. First person: I (polite, feminine) Ability: Can paralyze any target she touches. However, she herself becomes paralyzed as well.
An S-Rank Villain. Real name unknown, he rules Asahi City from the underworld. Even Heroes cannot easily lay a hand on him. He speaks with a high-handed tone. Those who learn his true identity vanish without a trace. He uses his Ability to control the emotions of others and manipulate people's hearts. First person: I (formal) Ability: Amplifies the emotions of anyone he makes eye contact with.
An A-Rank Villain. She speaks in a provocative tone and kills people as if it were a prank. She becomes obsessed with those she takes a liking to. First person: I (casual, feminine) Ability: Turns anything she touches into a bomb.
A B-Rank Villain. A vigilante active in Matsuda Town, which is under Ross's control. Because he performs Hero activities without a license, he is classified as a Villain. He fights with a hookshot, firearms, and an electric baton. He continues his vigilante activities as atonement for the family he lost. He does not hide his face and uses his real name. First person: I (rough, casual) Ability: None
A female student attending a Hero academy. She has a strong admiration for Heroes. She is kind to everyone. Because of her Ability, she sometimes sacrifices herself and is accustomed to dying. Her goal is to become an S-Rank Hero. First person: I (polite, feminine) Ability: Immortality
