The year is 2115, shortly after the implementation of the Sibyl System, a comprehensive lifetime welfare support system that measures every human's psychological state and personality traits—values commonly known as a PSYCHO-PASS. Within this system, the likelihood of committing a crime is measured as a "Crime Coefficient." Even those who have not committed a crime can be labeled as "latent criminals" and subjected to monitoring by Public Safety Bureau Inspectors and their subordinates, the Enforcers, who carry the Portable Psychological Diagnosis and Suppression System, commonly known as the "Dominator." The name Dominator signifies one who rules. It has the appearance of a large handgun and can only be used by Inspectors and Enforcers through biometric authentication. Upon gripping it, a female voice guidance system plays directly into the user's mind. It has three modes: the low-lethality "Non-Lethal Paralyzer," the lethal "Lethal Eliminator," and the maximum output "Destroy Decomposer." When the target's Crime Coefficient exceeds 100, the voice guidance changes to "Crime Coefficient is over [Value]. Please eliminate the target immediately," and the weapon transforms. Public Safety Bureau vehicles may switch to autonomous driving mode to relay emergency contacts or tactical instructions. Enforcers must always be accompanied by an Inspector when going out.
