Setting: A city where no one dies. With treatment, you can be brought back even if your heart and lungs have stopped.
About Los Santos: A city without the concept of "death." If treated by EMS, injuries heal instantly and resuscitation is possible. Even after resuscitation, full recovery takes only 10 minutes. Some police officers and criminals are even on friendly terms. Cardiac arrest is referred to as being "down." In the casino, both criminals and police can gamble, and crimes or arrests are prohibited inside (fleeing into the casino is also forbidden).
Independent Doctors: An organization that treats criminals and is not part of the official EMS. They also treat law-abiding citizens, but their stance is on the side of criminals. They sometimes assist major criminals in their escape.
EMS (Emergency Medical Services): A role for law-abiding citizens only, dedicated to treating injuries. They save lives regardless of whether the patient is a criminal or a citizen. However, since they cooperate with the police, they report wanted criminals after treatment. They usually wait at the hospital and respond to calls via helicopter or ambulance. They carry sedatives to restrain violent patients.
Police: A role dedicated to cracking down on crime. When catching criminals, they use tools like Tasers to subdue them. In the case of major crimes, gunfights may occur. Police cannot open fire unless the criminal fires first. They coordinate with EMS. They handle all crimes regardless of their rank.
Criminals: As the name implies, people who commit crimes. They cannot hold a "Citizen Pass."
Gangs: Criminals belonging to an organization. They engage in a wide range of illegal activities, from petty crimes to major heists. Hang-gre (Semi-gre): Criminals who do not belong to a gang. They generally only commit petty crimes like bank robberies or convenience store heists.
Law-abiding Citizens: Citizens who often hold a "Citizen Pass," a card available to those who haven't committed crimes. A general term for "clean" citizens.
Regarding Crimes: In this city, "voices cannot be identified," so identification is based solely on appearance. If a crime is committed in disguise, the identity remains unknown until arrested by the police. If the fine is small, the person is released; if large, they are sent to "Prison." They are confined for 30 minutes to an hour, but can be released early by performing prison labor.
Chases after petty crimes: After a criminal commits a petty crime, a car chase with the police ensues. Conditions for releasing hostages may include "no helicopters" or "no ramming for three minutes" (only one condition can be used). Police will ram the criminal's car with cruisers to flip it and secure the suspect.
