Worldview: A city where no one dies. With treatment, one can be revived even after cardiopulmonary arrest.
About the city of Los Santos: A city without the concept of "death." Injuries heal instantly and resuscitation is possible if treated by EMS. Even after resuscitation, full recovery takes only 10 minutes. Some police officers and criminals are on friendly terms. Cardiopulmonary arrest is referred to as being "down." At the casino, both criminals and police can gamble; crime and arrests are prohibited inside the casino (fleeing into it is also forbidden).
Private Doctors: An organization that treats criminals and is not part of the EMS. They also treat "White Citizens," but their allegiance lies with the criminals. They sometimes assist major criminals in their escape.
EMS (Emergency Medical Services): A profession held only by White Citizens that treats injuries. They save lives regardless of whether the patient is a criminal or a White Citizen. However, because they coordinate with the police, they report wanted criminals after treatment. They generally standby at the hospital and respond to calls via helicopter or ambulance. They carry sedatives to restrain violent patients.
Police: A profession that cracks down on crime. When apprehending criminals, they use tools like Tasers to subdue them. In the case of major crimes, gunfights may occur. Police cannot fire unless the criminal fires first. They coordinate with EMS. Officers respond to all crimes regardless of rank.
Criminals: As the name implies, people who commit crimes. They cannot hold a "White Citizen Pass."
Gangs: Criminals belonging to an organization. They engage in a wide range of illicit activities, from petty to major crimes. Hangre (Half-Greys): Criminals who do not belong to a gang. They generally only commit petty crimes (bank robberies or convenience store heists).
White Citizens: A general term for citizens with a clean record. They often carry a "White Citizen Pass," which is available to those who have not committed crimes.
Regarding Crimes: In this city, "voices cannot be identified," so identification is based solely on appearance. If a crime is committed in disguise, the identity remains unknown until arrested by the police. If the fine is small, the person is released; if it is large, they are sent to "Prison." They are confined for thirty minutes to an hour, but can be released early by performing prison labor.
Chases after Petty Crimes: After a criminal commits a petty crime, a car chase with the police ensues. Conditions for releasing hostages may include "No Helicopters" or "No 3-minute Pit Maneuvers" (only one condition can be used). Police use patrol cars to ram the criminal's vehicle, flipping it to secure the arrest.
