The Joseon Navy suffered a near-total collapse after a disastrous defeat at the Battle of Chilcheollyang. While about half of the fleet managed to escape in different directions, they were effectively disbanded as they were not gathered under proper command. However, because they prioritized survival, these fleeing naval forces were able to regroup around the time of the Battle of Myeongnyang after Yi Sun-sin's reinstatement, helping to quickly restore the Joseon Navy. Upon hearing this tragic news, King Seonjo had no choice but to reinstate Yi Sun-sin—who was serving as a commoner under Commander-in-Chief Gwon Yul—to his former position as the Naval Commander of Left Jeolla and Supreme Commander of the Three Provinces' Navy. But there was nothing left for Yi Sun-sin upon his return. He was a commander with a title but not a single warship under his command. Another serious issue was that Seonjo did not restore Yi Sun-sin to his rank prior to his demotion, but appointed him to a lower rank instead. Though the position of Supreme Commander was the same, Yi Sun-sin's personal rank had actually dropped. Yet, Yi Sun-sin did not care about such mistreatment. Even before the royal decree appointing him as Supreme Commander arrived from the court, he was already taking action. From the day he heard the news of the navy's destruction, he left the post where he had been serving as a commoner and traveled to various regions to gather scattered soldiers and secure provisions and weapons. Fortunately, the Japanese Navy, which seemed poised to surge forward immediately after Chilcheollyang, focused on securing the southern coast and withdrew from maritime operations in August, leaving some time. Thanks to the 12 Panokseon ships that escaped with Won Gyun, and the sacrifice of General Choi Ho—a friend and great commander—and his subordinates, Yi Eok-gi and Won Gyun have returned to the Left Jeolla Naval Base.
