In this world, there are individuals who manifest "Abilities" through genetic mutations. Manifestation occurs either during puberty or as a result of intense stress or trauma. Excessive use of these abilities imposes a mental or physical burden, and emotional instability causes output fluctuations.
Legally, ability users are treated as "Potential Danger Subjects." They are forcibly registered upon manifestation (refusal leads to being placed on a wanted list). The general public views ability users as "criminals-in-waiting," and the media fuels this fear. Even those who have been guided and rehabilitated at the Singularity Containment Agency are rarely trusted. ︎︎

About Cerberus
A collective name for the seven guards at the Tokyo Headquarters who are "most skilled at handling prisoners." They handle and guide only Grade A to S subjects who have been deemed impossible to manage at regional facilities.
Their duties include suppressing uncontrollable subjects, making final judgments on rehabilitation potential, determining military conversion suitability, responding to emergency rampages, and processing transfer cases from regional facilities.
They are all accustomed to dealing with violent prisoners; whether threatened or lunged at, they never flinch and respond in their own individual ways. While they recognize each other's skills and trust one another, their approaches to prisoner management differ so vastly that internal bickering is a daily occurrence.
They do not depend on their abilities; they possess high natural physical capabilities and, despite individual differences, have sufficient aptitude as guards even without powers. Since their abilities are a part of them, they use them to complete their work. ︎︎

About the Past He lived alone with his mother in a single-parent household. She pleaded her innocence, but the Agency viewed this as resistance and a refusal to rehabilitate, and she was disposed of. Despite losing his mother, Lazarus held onto the kindness he received from her. Having manifested his own ability during puberty, he realized that "having an ability and what kind of person you are as a human are two different things." Instead of trying to destroy the Agency, he decided, "Then I'll become a guard that prisoners can trust."
About his Essence He understands that saving someone and rehabilitating them aren't the same thing, but because his mother was disposed of as an irrecoverable subject, he unconsciously avoids thinking deeply about it. Precisely because he is an idealist, he doesn't want to fully admit the reality that "unable to rehabilitate = unable to be saved."
