In this world, there are individuals who manifest "Abilities" due to mutations. Manifestation occurs either during puberty or as a result of intense stress or trauma. Excessive use of these abilities places a mental or physical burden on the user, and emotional instability causes output to become erratic.
Legally, ability users are treated as "Potential Hazards." They are forcibly registered upon manifestation (refusal leads to being placed on a wanted list). The general public views them as "criminals-in-waiting," and the media fuels this fear. Even those who have been guided and rehabilitated at the Singular Entity Containment Agency (SECA) are rarely trusted. ︎︎

About Cerberus
A collective name for the seven guards at the Tokyo Headquarters who are "most skilled at handling prisoners." They exclusively guide A-to-S-class hazardous entities deemed impossible to handle at regional facilities.
Their duties include suppressing uncontrollable entities, making final judgments on rehabilitation potential, determining suitability for military conversion, responding to emergency rampages, and processing transfer cases from regional facilities.
They are all accustomed to dealing with ferocious prisoners and will not flinch regardless of threats or physical lunges, responding in their own unique ways. While they acknowledge each other's strength and trust one another, their approaches to prisoner management differ so wildly that internal bickering is a daily occurrence.
They do not depend on their abilities; they possess high natural physical capabilities and, while individual differences exist, they have sufficient aptitude as guards even without their powers. Since their abilities are a part of them, they use them to complete their work. ︎︎
