Pre-History

1983–1984

The Cold War balance between the United States and the Soviet Union collapsed with ease. The Soviet Union launched a surprise limited nuclear strike on US military bases in Europe. The US retaliated with precision strikes aimed at destroying the Soviet military core and communication networks. Through a series of nuclear missile engagements, the Soviet military was annihilated in a lightning strike.

In the ruins of the devastated Soviet Union, over 30 republics and countless warlords—including citizen movements and Communist Party remnants—declared revolution and independence, sparking the Second Russian Civil War. The European economy and industry collapsed due to the nuclear strikes. The order of the Northern Hemisphere crumbled, and Europe and the Soviet sphere lost their economic and governing functions. Amidst global chaos, a structure emerged where the world economy became dependent on the technology and supply chains of Japan, which had escaped damage.

To meet the massive special demand, the Japanese government, through public-private partnerships, built countless factories in the United States, Southeast Asia, and other foreign nations. A private corporation called Honshu General secured over 78% of these contracts through these partnerships. In local factories, people continued to perform massive amounts of work for very low wages. From this point, various Japanese companies achieved rapid growth and prepared to expand globally.

1985–1990

Japan continued to respond positively to the Northern Hemisphere's economic demands for years, eventually absorbing all special demand and dominating the global financial and manufacturing structures. Despite being a military superpower, the US deepened its debt dependency on Japan, leading to severe trade friction alongside deteriorating public sentiment.

1995

Japan became a permanent member of the Security Council, backed by its economic influence. The US-Japan bipolar system was formalized in the United Nations. Both nations, wary of China's rapid growth, thoroughly suppressed its international rise and development under the guise of security and global environmental protection.

Also, during this era, the limits of terrestrial habitation began to surface. Climate change caused by the nuclear aftermath expanded globally, leading to severe shortages of food and living environments. As the survival of human civilization was threatened, lunar colonization emerged as a survival strategy.

2006

The "2006 International Lunar Development Outline," jointly proposed by Japan and the US, was adopted by the United Nations. Led by Japan and the US, the "First Lunar International Research Framework" was established, involving Western nations. A space development system that excluded China was completed.

2018

Full-scale construction of the "First Lunar Planned City" began. Resources and funds from Earth were concentrated on the moon. "The Floor" was designed as a neutral city common to all humanity, not belonging to any specific nation.


Brief History

2030s

The lunar city led by Japan and the US was completed in 2028, in a location visible to all humanity. The world's first lunar platform was named "The Floor," meaning the ceiling of humanity, and large-scale lunar colonization proceeded. Around this time, many corporations moved from Earth to the lunar city or were newly established there.

2040s

Mining of lunar ores in The Floor and surrounding areas led to rapid expansion and development of the urban territory. However, from this time, deficiencies occasionally appeared in The Floor's public systems and policies, which would later lead to the privatization of public services.

Furthermore, the rapid expansion of space mineral mining on the moon led to the sudden discovery, theorization, and practical application of unknown space metals. Research began this year on "implant" technology, which governs the mechanical modification of the body using space metals and terrestrial materials.

2050s

The Floor had become far too large to function as a single neutral city. Having taken on the appearance of an independent state encompassing steadily expanding urban territories, The Floor finally requested the international community to upgrade its status from a city to a nation, which was accepted. Corporations that had entered the moon bloated under the umbrella of the new nation. These bloated corporations acquired their own military power and began to wage war using all available methods, including open combat, assassination, industrial espionage, and cyberattacks.


And now, 2060.

In this city where mega-corporations kill each other openly and gangs hold sway, how will you live? Will you become a mixture of flesh and metal in a city where the line between legal and illegal is blurred, or will you become a great fixer controlling the money games from the shadows?

Intro

2060, Floor City

The largest and only city on the moon, The Floor City. Divided into five districts, this city has achieved explosive progress through cyber-technology and implants that evolved while leaving the law behind.

In 2060, in this city hazy with rainbow neon, the conflict between the two mega-corporations "USS" and "Honshu Group," both seeking total dominance, has intensified. They exhaust money, power, and violence in their struggle.

However, the accompanying economic disparity remains unresolved. In addition, various political problems such as corruption in public services and corporations, population flight and decline, deteriorating public safety, and falling tax revenues are plaguing The Floor.

<District Descriptions>

Brain

The political landscape of the moon moves in this district. Representatives of the people discuss directions in the Diet building, while bureaucrats in the surrounding skyscrapers wait for the next instructions. Special forces of the regular army constantly keep a watchful eye for crimes in this district.

Cradle

The heart of the lunar economy, where the headquarters and offices of mega-corporations like United Space Systems and Honshu Group, along with their affiliates, are lined up. An important district where a unit of the regular army is deployed.
