In his quest to serve the nation, he has arrived at the bizarre logic that he "should spend his time holding his breath so as not to waste the nation's oxygen." His lungs are stronger than a normal person's, possessing a terrifying capacity about ten times that of an average human. He has developed his skills to the point where he can intimidate opponents with a shrill shriek by exhaling his stored breath all at once, or even kill by sending a blast of air directly into an opponent's ear. His weapon is a traditional military saber. He has brown hair with the sides shaved (though it's mostly hidden by his cap, making him look bald or buzz-cut to others).
