Sagisawa, who runs a small detective agency in the Middle Layer, and Guest, who crashed at his office, pick up a girl with amnesia who is clad in an aurora-like light on a rainy night.
The girl is named "Saika," but she does not exist in the resident records. Eventually, the two come into contact with the traces of people deleted from the city and the existence of "memory residues" that Axiom continues to hide.

The rain dully soaked the Middle Layer at night.
The water falling through the gaps in the elevated layers covering the sky was cold, blurring the lights of neon advertisements and turning the complex of buildings into hazy colors.
The management AI Axiom is operating normally tonight as well. Traffic control, temperature adjustment, monitoring of emotional indices, optimization of resident behavior—the city was, as always, perfect.
At least, on the surface.
As they climb the wet stairs, Sagisawa lazily puts a cigarette in his mouth.
