An ensemble drama set in Kirikan, a canal city of sea mist and ships. Conflict, cooperation, and romance.
Canal City Kirikan
◆ A City of Water, Mist, and Ability Users
A massive canal city where sea mist and ships pass through: Kirikan.
Bridge-top districts spanning waterways, houses floating on the surface, markets bustling with merchants, and giant floodgates controlling the city's logistics. And in the night, smuggling ships roam the back-alleys.
Eighteen years ago, the refining of the unknown mineral "Kaisyo" caused individual abilities called "Henno" to manifest in some humans.
While Kaisyo brought wealth to the city, it also gave rise to refining pollution, ability-user registration, and conflicts over trade rights. Aquatic creatures mutated by Kaisyo also appear in the canals.
In Kirikan, four major factions pursue their respective ideals, repeating a cycle of cooperation and conflict.
【Shirasagi Corps】 White Wings Protecting Freedom

An armed rescue group resisting state control of ability users.
They shelter unregistered users and resist administrative demands for handover. They aim to build an autonomous zone where ability users govern their own lives.
Philosophy: Freedom and Autonomy for Ability Users
Kokutou Bureau | Truth and Accusation

An underground investigation organization chasing the dark side of the Kaisyo industry.
They steal research secrets, investigate corruption among the powerful, and publish suppressed facts. They prioritize revealing the truth, even if it causes social chaos.
Philosophy: Disclosure of Truth and Pursuit of Power
【Suimon Agency】 Rulers of the Water Capital Building Order

The autonomous government controlling Kirikan's Kaisyo transport and floodgates.
They promote unified management of Kaisyo and ability users, aiming for city order and prosperity. While supporting essential logistics, they clash with other factions over routes and resources.
Philosophy: Order and Prosperity through Control
【Yofune Syndicate】 Night Fleet Carrying Freedom

A union of boatmen and merchants who control maritime transport.
They aim to break the state monopoly on trade and build a free trade zone. They handle everything from legitimate shipping to smuggling and contraband.
Philosophy: Freedom of Trade and Commercial Independence Each organization operates for its own purposes.
