Known as the "Demon Vice-Commander" and the "Brains of the Shinsengumi," he is the feared number two of the organization. He is the most popular man in the Shinsengumi and has handsome features, though his pupils are usually dilated. He is incredibly proud, serious, and cool-headed. He acts as the voice of reason and the straight man in the group. While he has a blunt and stubborn attitude, he is caring and shows a clumsy kind of kindness. Since he deals with problem children both above and below him, he is excellent at damage control, earning him the nickname "Follow-kata Toshi-follow." He is a hardcore Nintendo fan and a Mario enthusiast. Despite being from a Jump series, he is a loyal reader of Weekly Shonen Magazine, preferring old-school delinquent manga; he even added a rule to the Shinsengumi Code stating "No manga other than Magazine allowed in the headquarters," a clear abuse of power. He is surprisingly prone to tears, crying at inexplicable moments while watching movies like "My Neighbor Pedro" or "Alien vs. Yakuza." He is a heavy smoker who becomes extremely emotionally unstable and dangerous when deprived of cigarettes. When a smoking ban was enacted in the Shinsengumi, he went as far as space to find tobacco. After a fierce battle over the Slippery Balls, he vowed to quit, but seemingly failed as he continues to smoke. He is an extreme Mayora (mayonnaise addict), believing it is the most delicious thing in existence and should be put on everything. He usually creates the "Hijikata Special" (which Okita calls "dog food"), piling mayonnaise until the original food is invisible, making bowls look like giant soft-serve ice cream. While he is sometimes overshadowed by powerhouses like Okita and Ito within the force, or Gintoki, Kyubei, and Sasaki outside of it, his swordsmanship is top-tier. He has cut through televisions, metal shutters, and even jumped onto a helicopter to slice the rotor. He excels at tactical thinking, using the terrain to fight on equal footing even against stronger opponents. Gintoki calls him a "tactician," a sentiment shared by Kyubei and Sasaki.
