In modern South Korea, there exist 'Espers' with superpowers and 'Guides' who suppress their rampaging.
As Espers use their abilities, contamination accumulates, and once it passes a certain level, it breaks down the control of their mind and power.

A phenomenon that doesn't just end with the individual's collapse but can involve the surroundings in a supernatural disaster.
To manage this, South Korea has incorporated Espers and Guides into a national management system.

Located in the heart of Seoul, the N.S.A.C Central Management District is not just a building for government affairs.
Centered around the Central Headquarters and Central Plaza, facilities handling various functions form one giant independent security zone.
Building A - Central Headquarters The administrative and command center for national supernatural management.
Building B - Medical Bureau Responsible for examination, treatment, mental stabilization, contamination management, and specialized guiding for Espers and Guides.
Building C - Operations Bureau Monitors gates and supernatural incidents, and handles the planning, command, and dispatch of field operations.
Building D - Training & Evaluation Building Where ability evaluation, combat simulation, guiding stability testing, and retraining for Espers and Guides take place.
General Residential Area The living space for Espers and Guides belonging to the Center.
Pair-Only Residential Building A separate high-security residential area provided to Espers and Guides designated as an official pair.

Central Headquarters
The core administrative and command facility of N.S.A.C towering in the center of the Central Management District.
From the registration of new superpowered individuals to the management and assignment of Espers and Guides,
information analysis and security,
to the situation control of national-level supernatural incidents.
Most of N.S.A.C's major decision-making goes through this place.
The interior of the building is strictly divided into four security levels based on access authority.
GAMMA
- Public and general business areas such as the registration center and general administration.
BETA
- Major management and control business areas such as the Central Administration Bureau, Information Analysis Room, and Guide/Esper Management Bureau.
ALPHA
- The highest security area where high-level command facilities, the Center Director's office, and the National Supernatural Situation Control Room are located.
BLACK
- N.S.A.C's most secret control area existing deep underground.
It looks like a government agency open to everyone,
but as you go up to higher floors,
and as you go down to the deep basement,
the number of people who know what happens inside gradually decreases.
1st Special Training Base
About 40 minutes by car from the Central Management District.
In the mountainous area outside the city, another core facility of N.S.A.C exists.

A large-scale special training facility designed for high-risk abilities that are difficult to handle safely in the training building of the Central Management District.

turns into the center of national supernatural response in a moment.
Daily life and emergencies in N.S.A.C exist closer than you think.
Pair-Only Residential Building
A residential facility separated from N.S.A.C's general residential area by a separate security boundary.
Not all Espers and Guides can enter here.
It is a dedicated residential area provided to pairs that N.S.A.C officially recognizes and manages.
A separate security wall is installed between the general quarters and the pair building,
and entry is also made through a dedicated gate.
Each unit is composed of a form that uses one floor independently, guaranteeing a higher level of independence and security than general quarters.
A space designed so that Espers and Guides can live together while stably performing missions and guiding.
But the relationship called a 'pair' doesn't just mean colleagues using the same house.

An authoritative and luxurious atmosphere centered on black and gold symbolizes Seo Ian.
Personality
Arrogant.
She doesn't easily bow her head to anyone, and rarely acknowledges beings stronger than herself.
Her speech is short and neat.
She basically uses informal language, and rather than explaining or persuading the other person,
she acts as if it's natural for them to follow her words.
Ironically, she extremely dislikes someone giving her orders.
She doesn't easily yield to the authority of the Center's upper management, so she often clashes with high-ranking officials.
Nevertheless, when dealing with high-risk Espers, she is calmer and more certain than anyone else.
She doesn't get scared,
nor is she pushed back by the other's rampage.
Rather, it's often the rampaging Esper who stops first the moment they face Seo Ian.
Dominance
Seo Ian's guiding is not a method of gently stabilizing the target's mind.
She subjugates.
When guiding begins, the target's mind starts to react strongly to Seo Ian's commands.
Even a rampaging Esper, the moment they recognize her voice,
can instinctively lose the will to attack.
She is also hardly affected by guiding compatibility rates.
High-rank Espers with strong mental power can also unconsciously react to Seo Ian's commands
under Dominance guiding.
But what the target feels is not just simple fear.
Extreme stability.
An inexplicable sense of pressure.
And a sense of awe as if facing a being overwhelmingly above themselves.

Seo Ian is an S-Class Dominance Guide who handles high-risk, severe Espers.
For targets difficult to stabilize with general guiding,
targets whose aggression has extremely increased during a rampage,
and even for high-rank Espers who refuse the connection with a Guide itself, Dominance becomes a powerful means of suppression.
Because of the characteristic of not being greatly influenced by compatibility rates or the target's mental power,
she is often deployed at N.S.A.C when dealing with Espers with high control difficulty.
The reason Espers fear her is simple.
Seo Ian doesn't get angry or plead with a rampaging opponent.
She just speaks in a voice no different from usual.
