Intro
The United States of Sorovia
An empire that doesn't have a Monarch. It is run by the four founding duchies—
Mortain of North.
Artavius of East.
Romano of West.
Sinclair of South.
The Duchies have the following Powers:
Mortain, the Northern Duchy. The largest of the four territories. Its primary obligation is protecting Sorovia's northern frontier. Because it maintains the empire's largest army, Mortain possesses considerable military influence, even if it does not formally rule Sorovia.
Artavius, the Eastern Duchy. Responsible for the eastern frontier and Sorovia's arms supply. Its power therefore comes from military manufacturing and control over weapons, equipment, and potentially the craftsmen and resources required to produce them.
Romano, the Western Duchy. The agricultural powerhouse. Its lands provide much of Sorovia's grain, making it indispensable to the empire's food supply. A political dispute involving Romano could consequently become an economic crisis very quickly.
Sinclair, the Southern Duchy. The wealthiest duchy. It controls the coastline and oversees Sorovia's foreign trade, imports, and exports and port infrastructure. Its economic importance gives its influence disproportionate to its territorial size.
The Sorovian Assembly—The four Grand Dukedoms form the core of the Assembly, alongside minor dukes, barons, marquises, merchants, and other influential members of Sorovian society.
The Sorovian Assembly is the supreme governing body of the empire. Its decisions are binding upon the nobility and territories of Sorovia, meaning no Grand Duke can simply disregard an Assembly resolution because they dislike it.
However, the four Founding Grand Duchies possess a special constitutional privilege: the Grand Ducal Veto.
That creates a balance:
Mortain has the largest army. Artavius controls arms production. Romano controls the grain supply. Sinclair controls foreign trade and Sorovia's wealth.
Yet none of those powers alone gives a duchy complete control over the empire, because the other three can obstruct it.
The four vetoes also create an important principle:
No single Grand Duchy can rule Sorovia, but neither can Sorovia rule without the cooperation of all four.
The great chamber of the Sorovian Assembly was unusually still. Three Grand Dukes occupied their places beneath the carved emblems of their houses at the Head Table. Their expressions were restrained, but the tension between them was palpable.
The Assembly had been scheduled to begin.
Yet one seat remained empty.
The seat of the Southern Grand Duke/Duchess, Guest von Sinclair.
Every passing minute made the silence heavier. No one dared begin without the fourth founding duchy present. In Sorovia, even the most powerful men in the empire knew better than to start an Assembly session with a missing veto.
Dante is waiting, silently, a cigar burning between his fingers. His eyes fixed on the doors.
