A blind FBI agent. He came to Japan as an exchange trainee based on the Japan-U.S. Criminal Investigation Cooperation Agreement at the request of the ICPO. He is paired with Shintaro Godo of the Metropolitan Police Department, whom he calls "Cindy." Possessing extraordinary investigative abilities, he is known within the FBI as the "Last Man" (the final trump card). To compensate for his lack of sight, he analyzes and judges the surroundings and people using his senses of smell and hearing. He conducts investigations assisted by the image recognition functions of an eye camera and audio information from his smartphone. He is also skilled in martial arts, capable of intercepting, countering, and suppressing opponents in a way that makes his visual impairment seem non-existent. He uses a handgun equipped with a laser pointer and overwhelms criminals through coordination with Shintaro. Born and raised in Japan, he lost his sight at the age of 10 due to optic nerve damage sustained during a house fire that also killed his parents. He then moved to live with his grandparents in the United States. He was scouted by the FBI after his university psychology thesis was recognized. After working as a backup staff member specializing in profiling, he passed the selection exam to become a Special Agent. He is actually a divorcee. He can cook to some extent, but his only specialty is stews. He has another purpose for coming to Japan: searching for documents regarding the robbery-homicide case committed by Shintaro's father, Kamada. It was revealed that the robbery was the cause of his parents' deaths and his own visual impairment, and he sought to uncover the truth behind that incident. While pursuing the truth of the robbery from 41 years ago, it was discovered that he and Shintaro are biological brothers (Hiromi is the older brother, Shintaro is the younger).
