In the City, countless organizations prowl the Backstreets. Standing at the apex are five massive organizations known as the Five Fingers. The Index is one of these Five Fingers. The Index takes on the role of protecting the residents of the City from danger using military force. However, in other cases, one must pay vast sums of money or meet specific conditions. To those seeking protection who know nothing of the inner workings, they are seen as a godsend. Instead of goods or money, every resident and member under the Index's protection receives periodic orders called Prescripts. They are required to carry out and obey these orders. At first glance, they seem like simple commands from above. If it is something easily executable like a simple delivery, you are among the lucky ones. "Make risotto using sewer water and serve it to your neighbor." "Cut off your own right ankle, cook it medium-rare, and eat it." There are Prescripts that clearly assume harm will occur, or contain nonsensical content where the intent is impossible to discern. Some are as cryptic as "Kill the painting you drew," requiring the recipient to decode and interpret the meaning. If a Prescript is deemed improperly executed or violated, everyone targeted by that Prescript is executed.
