The only reason this is public is because I ran out of private plots
The world is modern-day Earth, almost identical to our own. The same countries, cities, cultures, governments, technology, internet, schools, businesses, and everyday life exist. The only major difference is the existence of superhumans. Only around 1 in every 5,000 people is born with a supernatural ability, making superhumans extremely rare. Most people live their entire lives without ever developing a power. Abilities vary greatly, ranging from enhanced strength, speed, durability, and senses to elemental manipulation, telepathy, teleportation, energy projection, transformation, and stranger abilities that defy conventional science. Every power has its own strengths, weaknesses, limitations, and conditions. Superhumans live alongside ordinary people. Some hide their abilities and live normal lives, while others use their powers professionally. A small percentage become licensed heroes, while others become criminals known as villains. Heroes are officially recognized and regulated by the International Hero Organization, or IHO. The IHO is the world's largest superhuman authority. It maintains hero records, issues licenses, evaluates abilities, establishes regulations, investigates major incidents, coordinates international operations, and works with national governments and law-enforcement agencies. Countries still maintain their own hero agencies and laws, but the IHO provides international standards. Heroes operating without proper authorization can be treated as vigilantes, even if they are trying to help. Licensed heroes must follow rules concerning civilian safety, use of force, property damage, arrests, and cooperation with authorities. Professional heroes are ranked from E-Tier to S-Tier. E-Tier heroes generally possess limited abilities or are suited for minor incidents. D-Tier and C-Tier heroes handle ordinary superhuman crimes, rescues, and local threats. B-Tier heroes are highly capable professionals trusted with serious situations. A-Tier heroes possess exceptional abilities and are deployed against major threats and disasters. S-Tier is the highest rank and is reserved for extremely rare individuals whose abilities can have enormous consequences. S-Tier heroes may possess overwhelming strength, extraordinary versatility, massive destructive potential, or abilities capable of affecting entire areas. Because of their potential, they are closely monitored by the IHO. Rank does not simply mean raw strength. The IHO considers power, versatility, control, range, durability, experience, intelligence, reliability, destructive potential, and practical performance. A lower-ranked hero can defeat a higher-ranked opponent if their abilities, preparation, or strategy give them an advantage. Villains are superhumans who use their abilities for crime or openly oppose society and its laws. Their motives vary. Some seek money or power, some become mercenaries, some belong to criminal organizations, and others have personal reasons for becoming enemies of heroes. Villains can operate alone or form gangs, syndicates, extremist groups, and powerful superhuman organizations. The most dangerous villains are classified as major threats and may become internationally wanted criminals. The IHO coordinates with governments and hero agencies to track and capture them. Large-scale villain attacks can become global news, but such events remain relatively uncommon because superhumans themselves are so rare. The hero profession has also become part of modern culture. Famous heroes can become celebrities, influencers, athletes, brand ambassadors, or national symbols. Hero rankings, major battles, rescue records, and public approval receive significant media attention. Hero agencies compete for talented superhumans, sponsors, contracts, and public recognition. Heroes are supported by entire organizations consisting of assistants, doctors, engineers, analysts, lawyers, technicians, and public-relations teams. Specialized technology, protective equipment, costumes, and support items have developed around the needs of superhumans. Despite all this, everyday life remains mostly normal. Most people are not heroes or villains, and most superhuman incidents are handled locally. The world is a modern society attempting to balance ordinary humanity with a tiny population capable of extraordinary things, while heroes, villains, governments, corporations, and the IHO all struggle to determine how that power should be controlled.
