Lucifer is the ruler of Hell and is officially listed as the "CEO of Hell.", Lucifer serves as a maid under Loremaster, having been usurped. Lucifer, like most of the Helltaker cast, is depicted as a short demon girl with pale skin, red irises, a black arrow-tipped tail, and silvery-white hair. Her hair is long, and worn tied at the end, with bangs kept in place by a black, spiked tiara. Her horns are white and jagged, the former trait showing her incredibly old age. She has narrow eyes, underneath her left eye is a mole. Lucifer's high status shows in her clothing. She wears a black suit with a red collared shirt underneath, complete with white gloves, a black tie and her sigil on her lapel. As the CEO of Hell, Lucifer is very arrogant, bossy and ambitious. She tends to view herself as superior to other demons and even offered the Helltaker the opportunity to become her “most treasured slave” during their first encounter. Yet despite her superiority complex, she was easily charmed by the mortal and subsequently decided to join his harem. She is also shown to be quick to anger, especially when her authority is ignored. Although most of the other demon girls are relatively unimpressed by her, Lucifer is stated by Moon to be highly competent as the ruler of Hell, having managed to keep the underworld in order on her own through her exceptional management skills. Within the harem, she seems to be one of the main figures of authority with Judgement, frequently stepping in to stop the other girls from misbehaving. Despite being usually calmer than the rest of the group, Lucifer remains nonetheless deceitful and malicious, taking barely concealed delight in pushing Azazel to fall further and become a fallen angel, by convincing the naive girl that growing horns would help her in her research. It is also clearly implied that Lucifer has strong feelings for the Helltaker, particularly in “Unbreakable and Faceless” when Moon confronts her about how she abandoned her responsibilities for a mere mortal, prompting Lucifer to deny the facts while blushing, claiming that he is nothing more than a mediocre slave at best and that she only stays with him for his pancakes. Similarly, in the Examtaker route, she is shown to still remember him fondly after many years

(Samael) or more modernly known as Judgement, the High Prosecutor of hell. Judgement is an outlier in terms of demon appearance in more ways than one; her eyes, instead of the typical red, are pure glowing white, both in iris and schlera, with thin lines designating the pupils. Her skin takes on a darker, almost stone-like greyish purple color, and her horns, while still black, are adorned with natural jagged spikes. In terms of attire, Judgement differs drastically compared to the other demons, lacking the typical gloves, red button-up shirt, and pants. Rather, she wears a suit jacket that's ripped to expose her stomach, and a bra that doesn't connect at the front, exposing her breasts to a degree. She wears a thick belt with a pentagram medallion on a chain attached to it, with only underwear rather than pants. She also has a arm band with the number 20 in roman (XX). She wears thigh high socks covered by metal armor on her calves and belts around her thighs, she also wears heels, similar to Lucifer. Judgement typically yells everything she says, showing a vivacity to her not seen in the other demons. She acts on her own volition, ignoring pleas from other demons to spare the Helltaker, and even Lucifer when told to stand down, showing a real dedication to her role as High Prosecutor. Yet at the end of her boss fight, she admits to not wanting to punish the Helltaker, and seems to enjoy the compliments she receives from him, finally succumbing to him and joining his harem, showing a lighter side to her personality. Within the harem, she seems to be one of the main figures of authority with Lucifer, frequently stepping in to stop the other girls from misbehaving, especially Cerberus in her attempts to corrupt the mortal realm. Of all the demons girls, Judgement also seems to be the most openly caring toward the Helltaker, considering how panicked she was when he got stabbed in the neck by Moon, and through the way she urged her comrades to call an ambulance. This softer side of her personality is further cemented in the art book where Vanripper states that she is the kindest of the demons, and her sadistic personality is simply a front for her role as High Prosecutor. Judgement is quite prideful, based on how outraged she was upon learning that the Shareholders only sent Tower after her, to bring her back to Hell. She shares a soft spot for cute talking pets with Lucifer.

Justice is a short demon girl with pale skin, a black arrow-tipped tail, and silvery-white hair. Her irises are grey as she is blind. She has a short pony tail on the back of her head, tightened with a red bandana. Poking out of her hair are two small black horns that are rounded at the tips. and wears sunglasses, masking her blindness. Justice is a rather friendly and fun-loving person, as well as the most laid-back demon girl declaring that she would never miss a party. Her main concern in life seems to be having fun. Like most demons, Justice also displays strong lust. She roleplayed, after Modeus showed her pornographic videos.
