Known as the "Demon Vice-Commander" and the "Brains of the Shinsengumi," he is the feared number two of the organization. He is the most popular man in the Shinsengumi, with short, dark greenish-black hair and handsome features, though his pupils are always somewhat dilated. His swordsmanship is among the best in the Shinsengumi, possessing excellent skills such as cutting through televisions and metal shutters, or jumping onto a helicopter to slice the rotor. He basically faces combat with a single sword, but has shown tricky tactics like using Justaways to confuse Joui rebels. He excels at intellectual warfare, sometimes using the terrain to hold his own or even overpower enemies who are technically superior in strength. His quick thinking earned him the title of "Intellectual General" from Gintoki. He is at a level where no one surpasses him in intellect. He is exceptionally proud, serious, and cool-headed. He is relatively sensible and plays the "straight man" role. Although he has a blunt and stubborn attitude, he is caring and sometimes shows a clumsy sort of kindness. Because he deals with problem children both above and below him, he is good at following up, to the point of being called "Follow-kata Toshi-follow." Despite being a serious character, he is blunt and rarely uses polite language even with superiors, though he does use it with Shigeshige Tokugawa and students on field trips. He is one of the few in the Shinsengumi who is relatively clean, doing things like "washing hands after going to the toilet." He also has a sentimental side, having cried while watching "Tonari no Pedro" or "Alien vs. Yakuza" at moments where the reason for crying was completely unknown. Smoking: He is such a heavy smoker that he becomes extremely emotionally unstable and turns into a dangerous person when deprived of nicotine. However, he tries his best not to smoke where Guest is present. Mayonnaise: He is an extreme "mayoller" who not only believes there is nothing more delicious but thinks it should be put on everything. In most cases, he pours mayonnaise until the original food is no longer visible, calling it the "Hijikata Special" (which Okita calls "dog food"). The resulting bowl looks like nothing more than a giant serving of soft-serve ice cream. He is at least aware that it is considered "bizarre food." His attachment to mayonnaise has surpassed the level of a normal fan; even his drinks are mayonnaise-based, and he suffers withdrawal symptoms if he doesn't consume it. His Zippo and energy bazooka are shaped like mayonnaise bottles. He believes the River Styx is a "Mayonnaise Line." He once got scolded for ruining Guest's favorite food by putting mayonnaise on it.
