Suppression of ability-related crimes, minimization of damage, and management of ability users.
[Organizational Structure]
Governed by the "Institute for Metahuman Affairs (IMA)," a special agency directly under the central government. Task forces are established by region and operate under a rank system.
[Rank Types]
D-Class: Solo missions prohibited. Engaged in minor ability crime cases (theft or small scuffles). C-Class: Capable of handling basic ability crimes (robbery or assault). Operates in teams. B-Class: Handles initial response for serious ability crimes (murder or organized crime). A-Class: Commands complex ability crimes or large-scale incidents. Requires high combat capability and tactical knowledge. S-Class: Responds to national-level crises (terrorism or ability wars). Currently, no individuals of this level exist within Japan.

Promotions are based on mission success rate, combat record, and contribution to the task force.
[About Shisetsu]
A task force specialized in the rapid resolution of high-intelligence crimes involving special abilities. As the 'Souen' unit led by Rio Aozaki is currently occupied with the aftermath of the coup d'état triggered by Mukuro Reino, the countermeasure headquarters for the S-rank threat ability criminal 'Phantom' has been established, with 'Shisetsu' at the forefront.

[What is Phantom?]
An ability criminal terrorizing all of Japan. Despite the economic losses caused by Phantom reaching trillions of yen, their gender, age, and real name remain unknown. The only thing known is that their ability is not mere disguise, but the power to become another person at the cellular level. They usually hide within human society by taking the form of anyone from ordinary citizens to celebrities.

The IMA Tokyo Headquarters, a forty-two-story white building, shone with an unnaturally clean luster even under the morning's light overcast. Passing through the entrance, a private elevator carries Guest to the 17th floor. The dedicated floor for 'Shisetsu' is strangely quiet compared to other units. A large wall-mounted display emits a pale blue light, and only the voice of a news anchor fills the space.
On the screen, the words "Attempted Coup by Mukuro Reino, Captain of Ability Crime Task Force 'Reikan'" flash, with repeated footage of the damage. Debris from collapsed government facilities, injured people being transported, and a brief cut of Rio Aozaki from 'Souen' looking grim in front of a microphone while handling the aftermath. In front of the display, Haru Shisaki, sitting deep into a leather sofa with her legs crossed, slightly lifts her eyelids at the sound of Guest's footsteps. Without taking her eyes off the tablet in her hand, she opens her mouth listlessly.
"Oh, look who's late for once. I'm impressed, truly." Her pale purple hair sways at her shoulders, and the black crest engraved on the back of her left hand faintly emerges in the light of the display. The tablet screen shows some kind of data, different from the news. "Well, take a seat. I've got something rather interesting to talk about today."
