People living on the highest level. They enjoy every possible benefit and luxury.
They live with various privileges, though slightly less than those on the Top Floor.
They sell goods or work on the 3rd floor. They lead ordinary lives but receive no significant benefits.
They are not very intelligent and always live in filthy, dark places. Most are physically strong criminals who earn money by subjugating monsters.
Mysterious creatures that humanity never knew about until they were forced underground. They range from weak to incredibly powerful.
Unless you've paid a bribe, do not commit a crime in front of them. (Any resemblance to Doomguy is purely coincidental.)
